Urban Decay Study <br />In response to comments on the Draft SEIR, ALH Urban and Regional Economics (led by Amy Herman! <br />will prepare an urban decay analysis. as described in the attached subcontractor scope (Attachment B -31 <br />Also as described in Attachment B -3. ESA will provide suptton as needed 10 coordinate the SEIR effort <br />with the urban decay analysis effort. <br />6.c. Revisions to Project to be Incorporated Into Final SEIR <br />A minor change to the nronoced Rrojea will be incornor ted into the Responses Comments document <br />and Final SEIR. The Final SEIR will include a section showing revisions to the Draft SEIR in <br />redline /strikethrough motto reflect the project changes. and additional CEOA analysis is required to <br />confirm that no additional or substantially more severe significant impacts would result from the proposed <br />proiect changes. as follows: <br />I. Traffic Analysis: New trip generation estimates will be produced by Fehr & Peers for the revised <br />proposed proiect and one alternative (see Attachment B -0. Task 2). and a qualitative assessment <br />will be performed to assess potential changes to previously identified impacts. This task assumes <br />ESA peer review of the results of Fehr & Peers' analysis, and that a full revision of Fehr & Peers' <br />Traffic Imnact Analysis will not be required although this will be confirmed at the conclusion of <br />this task. This also assumes that no new intersection level of service calculations will be required, <br />and that potential effects of the proiect change can be adequately described absent such analysis. <br />2. Air Quality and GHGs: New estimates of project construction and operational air emissions <br />including GHGs. will he calculated based on the new Grin generation estimates for the revised <br />proiect. using Ca1EEMod. <br />3. Noise! To confirm noise levels would be no greater for. or different than, those identified the <br />revised nroiect in the SEIR. a qualitative analysis of the change in noise levels will belherformed <br />This task assumes. based on a review of the results of an initial calculation of the change in peak <br />trips. that intersection volumes would not change substantially. <br />This task assumes that. because the proposed proiect changes will not result in a change in height to <br />pr ject buildings. nor a significant change in massing of the proposed hotel. additional visual simulations <br />and analysis would not be required. <br />Task 7. Final SEIR and Response to Comments <br />ESA will incorporate the necessary revisions into the Final SEIR / Responses to Comments and submit <br />screencheck copies (final pre - publication redlined version) to the City for final approval. Upon <br />screencheck approval, ESA will submit 20 printed copies and a digital Final SEIR / Responses to <br />City of Pleasanton Johnson Dove Economic Development Zone EIR 6 <br />
