Assistant to the City Manager Becky Hopkins provided a brief overview of the cemetery's past, current <br />conditions and future plans. Staff addressed operations and implementation measures for the Master <br />Plan. It was noted there will be interdependence from the General Fund for the cemetery and any future <br />site development and therefore, there is a recommendation for the allocation of a $500,000 loan from <br />the General Plan for the Cemetery Master Plan. This would allow the City to begin projects without <br />waiting to amass revenue over a period of time to fund different projects. <br />Ms. Hopkins addressed administrative tasks, the cemetery management software program, an RFP <br />and the desired vendor for same, upgrades, having the Parks and Recreation provide oversight to <br />cemetery operations, changes to the contracts, service delivery, and other recommendations. <br />Mayor Thorne noted that the actual total price would be over $4.5 million. He requested a timeline for <br />completion and staff indicated that the information is not currently available. The Parks and Recreation <br />Commission will help to identify the phases of the Master Plan and priorities. Upgrades will be made, <br />over time, based upon available revenue. <br />Discussion followed regarding an interest in the public to complete the various phases as quickly as <br />possible, establishing priorities, available options to fund the projects, the cemetery business plan and <br />approach, costs, expected revenue, other projects addressed in the Master Plan, the need to subsidize <br />the cemetery to fund its operation and maintenance and an annual review and comparison of other <br />cemeteries. <br />Landscape Architect Matthew Gruber provided an overview of related projects including the Veterans' <br />Memorial and reported an action for Council at this time would be approval of a construction contract. <br />He addressed the bronze statue and pillars, the artist, delivery of the statue, and the expected grand <br />opening on Veterans Day of this year. Additionally, he reported on a related, minor clean -up project as <br />well as a roadway and staging area for maintenance of the cemetery. He described the tasks involved <br />in the various phases of the project. <br />Staff summarized the recommendations as listed in the report and stated that the Parks and Recreation <br />Commission role would be similar to what was established with the golf course. <br />Mayor Thorne opened the item for public comment. <br />Frank Capilla reported that the income on the cemetery has been minimal because of its current <br />condition. He stated that the money must be spent, up front, to get it presentable, and the income will <br />come in. He encouraged Council to invest the money to fix and finish it. <br />Jack Bras stated that the Chamber sound system needs improvement. Additionally, he urged Council to <br />move the cemetery project, forward, as soon as possible. <br />Doug Miller agreed with the previous two speakers and addressed the Veterans' Memorial project. He <br />recognized members of the committee that worked on the project and thanked City staff for their hard <br />work. He indicated that yesterday was a significant day, D -Day, and recognized Sergeant Joseph <br />Peters, U.S. Army and a resident of Pleasanton, who was mortally wounded when he stormed the <br />beach at Normandy. <br />Mayor Thorne closed public comment. <br />MOTION: It was m/s by Pentin /Brown to approve of plans and specifications, review bids, and award <br />construction contract to Goodland Landscaping, Inc. in the amount of $390,000 for the Pioneer <br />Cemetery and Veterans Memorial Improvements project, CIP No. 158008, and approve an amendment <br />to the contract with Catholic Funeral and Cemetery Services; a professional services agreement for <br />Cemetery Management and Sales and Burial Coordination with Graham Hitch Mortuary; an allocation <br />City Council Minutes <br />Page5of7 June7,2016 <br />
