BACKGROUND <br /> The Mid-Term Capital Improvement Program (CIP) has been prepared with a focus <br /> of adhering to the current CIP budget unless changes are needed to address <br /> project bids that impact project budgets, changes in funding sources, modifications <br /> needed to address anticipated funding shortfalls, and/or the addition of prioritized <br /> new projects. Information related to expenditures, revenues and transfers is <br /> included in Attachment 2. <br /> DISCUSSION <br /> This Mid-Term CIP retains all existing funded and projected CIP projects and <br /> recommends adding 12 new projects and amending 14 existing projects as <br /> described in Attachment 2. The $8.9 million in increased funding in the Mid-Term <br /> CIP will fund the following projects (1) $3.3 million for the Advanced Metering <br /> Infrastructure (AMI) project, (2) $1.3 million to install recycled water pipes when the <br /> City resurfaces Valley Avenue, (3) $600,000 in additional funding for the Recycled <br /> Water project to pay for repaving expenses not covered by the state loan, (4) <br /> approximately $1 million to the Capital Improvement Program Reserve (CIPR), (5) a <br /> total of approximately $700,000 to fund various studies and plans that will help <br /> guide future CIPs, (6) a total of $752,000 to increase funding for repair and <br /> replacement projects, (7) $200,000 for maintenance management software, (8) <br /> $350,000 for additional contingency for the Bernal Phase II project, (9) $100,000 to <br /> build a path for emergency and maintenance vehicles in Kottinger Park, (10) <br /> $300,000 for a trash capture device required for the City's Strom Drain Program, <br /> $85,000 for bocce ball courts, (11) $120,000 to convert tennis court lights to LED, <br /> and (12) $33,000 to provide matching funds to federal grants to repair and upgrade <br /> the City's bridges. <br /> Based on its review, staff has prepared the attached resolution approving the Mid-Term <br /> CIP and if approved, staff will be moving forward working on those projects funded in <br /> FY 2016/17. <br /> Submitted by: Fiscal Review: Approved by: <br /> /4/\ tit <br /> Brian Dolan Tina Olson Nelson Fialho <br /> Assistant City Manager Director of Finance City Manager <br /> Attachments: <br /> 1.
