Alternative Location for Trailhead. Dolores Bengston and several members of the Park <br /> and Recreation Commission believe that the proposed trailhead and any associated <br /> additional parking should be located on the southern end of the Austen property near the <br /> back of homes located on Jorgensen Lane. EBRPD explored this possibility early in the <br /> process and developed a conceptual site plan which is provided as Attachment 5. <br /> Staff and EBRPD did not prefer this alternative due to the greater intrusion into designated <br /> and highly visible open space, the impacts to and likely opposition from the neighbors on <br /> Jorgensen Lane, the expense of the project (4-5x higher than the propose project), the <br /> expanded environmental permitting that would be required as this route would need to <br /> cross a drainage area identified as wetlands, and the additional time it would take to <br /> pursue this alternative. However, this alternative is physically feasible, and staff will <br /> pursue it with EBRPD if directed to do so by the Council. <br /> ENVIRONMENTAL ASSESSMENT <br /> On October 17, 2006, the City Council approved an Initial Study and Negative Declaration <br /> for the Meadowlark Development project on the Austin property. The Addendum provided <br /> as Attachment 6 was prepared to evaluate the proposed additional improvements on the <br /> Austin property and along Old Foothill Road. This addendum concludes that there are <br /> no additional environmental impacts associated with the implementation of the MOU. <br /> Therefore, the previously adopted Initial Study and Negative Declaration and this 2016 <br /> Addendum, satisfies the CEQA requirements for the Castleridge Trailhead and <br /> associated improvements. <br /> Submitted by: Fiscal Review: Approved <br /> Brian Dolan Tina Olson Nelson Fialho <br /> Assistant City Manager Director of Finance City Manager <br /> Attachments: <br /> 1.
