Castleridge Trailhead Addendum <br /> 3. PROJECT LOCATION AND REVISED SCOPE <br /> 3.1 INTRODUCTION <br /> In 2014, after approval of the Meadowlark Development in 2006, the East Bay Regional Park <br /> District(EBRPD) acquired the 232-acre Castleridge Property to increase the size of the public open <br /> space on the Pleasanton Ridge and provide an additional public access point to the ridge and its <br /> existing trail system'. Currently, access to the northern part of Pleasanton Ridge is limited to trail <br /> connections from a small trailhead at the City-owned Preserve Open Space located approximately <br /> 2.5 miles from the subject site. However, primary park access is from the Foothill Staging Area, <br /> located approximately 4 miles to the south of the subject location. The Garms Staging Area is <br /> planned for development in the future, and will be located near the intersection of Foothill Road and <br /> W. Last Positas Boulevard, about 1 mile north of the subject site. <br /> Following purchase of the Castleridge Property, EBRPD approached the City of Pleasanton to <br /> request that the City provide additional parking at the existing Alviso Adobe Community Park, and <br /> work with EBRPD to create a new trailhead. <br /> Establishment of the trailhead near the Castleridge Property entails creation of a new access point to <br /> a 22-acre City-owned open space on the Austin Property located to the east of the subject <br /> Castleridge site, the addition of public parking along Old Foothill Road, and construction of <br /> restroom facilities with a drinking water fountain. A Memorandum of Understanding (MOU) <br /> would be executed between the City and EBRPD to address cost, impact on residences in the <br /> vicinity of the trailhead, operations of the trailhead facilities and parking when opened, impacts on <br /> the operation of the nearby Alviso Adobe Community Park, and the timing of the project relative to <br /> the construction and opening of the planned Garms Staging Area within the Pleasanton Ridge <br /> Regional Park. <br /> 3.2 PROJECT LOCATION <br /> The Castleridge Property (3466 Old Foothill Road) is generally bounded by the City-owned Alviso <br /> Adobe Community Park (3465 Old Foothill Road) and the 30-acre Austin Property (3459 Old <br /> Foothill Road) to the east, the Pleasanton Ridge Regional Park to the west and south, and large <br /> parcels comprising either rural density residential properties or open space in the City of Hayward <br /> or unincorporated Alameda County to the north. Two residential properties within City limits are <br /> located between the Castleridge Property and the Austin Property and are currently owned by Larry <br /> and Joyce Messa (3464 Old Foothill Road) and Michael and Jennifer Segundo (3466 Old Foothill <br /> Road). The project site is located approximately 1 mile northwest of the Bernal Avenue/I-680 <br /> interchange and I mile south of the Dublin/I-580 interchange. Figure 1 provides an aerial <br /> photograph of the project area. <br /> 3.2.1 Surrounding Land Uses, Area, and Setting <br /> Surrounding land uses consist mainly of rural or low density residential and open space uses, as <br /> indicated by Figure 1.
