3. Authorize the City Manager to execute the attached contract amendments. <br /> FINANCIAL STATEMENT <br /> No additional funding is needed to approve these consultant contract amendments. <br /> Funding for these contracts will be budgeted under each individual Capital Improvement <br /> Program (CIP) project or in the annual Operating Budget. Funding for services <br /> associated with private development will be borne by the associated developer/property <br /> owner. <br /> BACKGROUND <br /> The City has an ongoing need for surveying and computer drafting professional services. <br /> The type of services needed may include, but are not limited to: providing topographic <br /> and general survey services for project design and construction, construction staking, <br /> identifying and locating boundaries for easements, performing survey map checking, and <br /> preparing plat maps, metes and bounds descriptions, records of survey, and corner <br /> records in conformance with the Land Surveyors Act and business and Professions Code. <br /> In addition, the firms may also be asked to provide computer-drafting services in <br /> conjunction with the surveys completed for the City. Since this is a varied and ongoing <br /> need, the City has found the best mechanism to acquire these services is through the use <br /> of"on-call" contracts. <br /> In June 2013, based upon the results of a Request for Qualifications (RFQ) process, the <br /> City Council awarded the on-call survey contracts to: Ruggeri-Jensen-Azar, Kier&Wright <br /> Civil Engineers and Land Surveyors, Inc., Alexander & Associates, Inc. The consultants <br /> have completed 44 different task authorizations for an aggregate total of$226,000. These <br /> authorizations included such tasks as construction staking for the I-680/Foothill Road <br /> Interchange project, surveying services for projects such as the Vineyard Avenue Sewer <br /> project and the Bernal Avenue Resurfacing project, and map reviews for a number of <br /> Final Maps and Parcel Maps. <br /> In addition to on-call survey/drafting services, the City has an ongoing need for <br /> geotechnical engineering and material testing professional services. The types of <br /> services needed may include, but are not limited to: soil analysis, pavement and sub- <br /> base recommendations, soil compaction testing, materials testing, permeability testing, <br /> construction consultations and geological hazard investigations. Since this is a varied and <br /> ongoing need, the City has found the best mechanism to acquire these services is through <br /> the use of"on-call" contracts. <br /> In June 2013, also based upon the results of an RFQ process, the City Council awarded <br /> the on-call geotechnical contracts to: ENGEO Incorporated, Geocon Consultants, Inc., <br /> and BSK Associates. The consultants have completed 20 different task authorizations for <br /> an aggregate total of $473,000. These tasks include supporting the Recycled Water <br /> Infrastructure Expansion, Bernal Park Phase II, Pioneer Cemetery, Rotary Park, and <br /> Bernal Interchange Improvements. <br /> Page 2 of 4 <br />
