The League of California <br /> Cities supported the original labor provisions of the bill in their entirety, including a labor peace <br /> agreement and the establishment of what was then termed an apprenticeship program to ensure uniform <br /> employee training standards for the workers in the businesses that would be licensed under the Act. <br /> At some point the apprenticeship program was deleted from the bill to allow time to address concerns <br /> voiced by a portion of the labor community. As your office has noted,negotiations have since concluded <br /> successfully allowing for the codification of an employee training program within the Act <br /> The League views this measure as an important aspect of the Act's health and safety requirements that <br /> will have the added benefit of promoting patient safety. Licensees under the act, regardless of their <br /> specific function, should have employees trained to a uniform standard. It is critically important for <br /> legitimate patients to be able to interact with dispensary employees,for example,who are knowledgeable <br /> about the varied effects that different strains of medical marijuana,containing a variety of concentrations <br /> of cannabinoids, will have on the human body generally. It is equally important that employees have a <br /> means of developing knowledge of how different strains of cannabis,and their THC and CBD content, <br /> can be used to treat specific ailments. <br /> For these reasons,the League of California Cities supports Assembly Bill 26. <br /> We applaud your leadership in ensuring that this provision becomes a part of the state's regulatory <br /> framework for medical marijuana.
