20. Introduction of proposed Memorandum of Understanding between the City of Pleasanton and the <br /> Pleasanton City Employees Association/AFSCME Local 955 with a term ending March 31, 2019 <br /> Human Resources Director Debra Gill provided the staff report via a PowerPoint presentation and <br /> addressed requirements of the Brown Act, the number of employees represented by the group, <br /> expiration of the contract, the bargaining process, key elements of the tentative agreement, and details <br /> of other proposed changes. She addressed costs related to the proposed changes and staff <br /> recommendations. Final action on this matter will be made by Council at its meeting of May 17, 2016. <br /> Councilmember Brown referenced a Grade II water distribution license and salary adjustments and <br /> asked for clarification. Staff addressed certification requirements and explained the Grade II water <br /> distribution license. <br /> Staff explained salary adjustments for the various job classifications. <br /> Vice Mayor Narum noted there were no speaker present to address this item. She thanked the <br /> employees for negotiating and bargaining, in good faith. <br /> Councilmember Brown expressed her appreciation to the employee association and thanked staff for its <br /> work in facilitating the negotiations. <br /> City Manager Fialho expressed his appreciation to the employee groups and staff. <br /> MATTERS INITIATED BY COUNCIL - None <br /> COUNCIL REPORTS <br /> Councilmember Brown reported that she and Councilmember Pentin attended a WHEELS Bus public <br /> meeting regarding a comprehensive operational analysis. She spoke on the difficulties in developing <br /> routes that service everyone and commented positively on the work of the group. She stated that it was <br /> a good meeting and that the group will provide feedback to staff and develop appropriate <br /> recommendations. <br /> Vice Mayor Narum reported attending several volunteer recognition events on behalf of Council; one for <br /> Library volunteers and another for Senior Center volunteers. Additionally, she reported participating in <br /> a panel with other district Mayors and noted that people in the audience were interested in collaboration <br /> with other districts in the region. <br /> ADJOURNMENT <br /> There being no further business, the meeting was adjourned at 9:42 p.m. The Council extended a <br /> tribute to our nation's men and women serving in the military.
