reported that all of their claims can be verified with City documents. She urged the public to get the <br /> facts and urged a "Yes" vote on Measure K. Ms. LaBarge commented on Older Americans Month and <br /> reported that her mother is thrilled with the programs and classes offered at the Senior Center and <br /> thanked the City for its support. <br /> Carolyn Spain spoke regarding Measure K and urged Pleasanton voters to vote "Yes" adding that it will <br /> preserve 90% of the land as permanent public open space and will include two miles of new trails. She <br /> added that it will provide many benefits to Pleasanton residents and listed some of them. Additionally, <br /> she announced property tours on May 14 and 22. <br /> Nelson Fialho, City Manager reported that Costco has entered into an option to purchase the property <br /> from the current property owner, Nearon Enterprises. It is a private agreement which the City is not a <br /> party to. He added that the Economic Development Zone indicates there is a series of traffic <br /> improvements that are necessary to accommodate such a use and reported there is a series of <br /> discussions still underway, at the staff level. Negotiations are at a point where they have yet to be <br /> presented, publicly. At the time of any kind of tentative agreement, it will be presented to Council. The <br /> City has indicated to Costco that if the improvements cannot be financed in an acceptable way, the City <br /> will not support the project. If a Costco is approved, occupancy permits will not be issued until all of the <br /> traffic improvements are completed. <br /> PUBLIC HEARINGS AND OTHER MATTERS <br /> 18. Update on the Civic Center/Library Master Plan Task Force <br /> Brian Dolan, Assistant City Manager presented the staff report. A PowerPoint presentation was <br /> displayed and included information regarding activities and accomplishments to date, the program <br /> square footage needs, site plans of the various concept options considered, and details of the final site <br /> plan. He displayed an aerial view from Bemal Avenue, view at the Pleasanton Road entry; view from <br /> the west side entry and along Bernal Avenue. He reported that the Master Plan will not include an <br /> original design but will include design guidelines. He addressed architectural inspiration and character, <br /> inspiration images for an amphitheater, a patio and patio transition, a meadow and a water feature, <br /> pedestrian crosswalks, a tentative timeline and next steps. <br /> Councilmember Brown asked regarding plans to a specific area downtown and staff stated they are <br /> about to embark on a Downtown Specific Plan update. It should begin in a couple of months and is the <br /> process through which replacement uses would be planned. <br /> Vice Mayor Narum asked whether the Taskforce considered a drive-by book drop-off and staff stated <br /> that they did and that it has many pros and cons including being labor-intensive. In response to <br /> additional questions regarding the proposed square footage for each area and how it was arrived at, <br /> staff reported receiving input from people who run the various City functions. Areas were sized to <br /> address the needs that the City is not able to fill at this point. <br /> Vice Mayor Narum opened the item for public comment. <br /> Christine Bourg reported serving on the Library Commission years ago and asked whether <br /> consideration was made to building "green" structures. <br /> Staff responded affirmatively and added that the architect indicated the design would lend itself, easily, <br /> to LEED Gold and the orientation would be solar-power-friendly. <br /> City Council Minutes Page 4 of 7 May 3,2016 <br />
