The Master Plan outlined expense projections which only included the grounds
maintenance contract at $25,000 annually. The contract expense is currently $27,190
annually, and it did not include the cemetery services contract expenses. However, the
annual base cost of operating the cemetery is $110,190 or $85,190 more than
estimated in the Master Plan. This dollar amount includes the Grounds Maintenance,
Management, Sales and Burial Coordination, and Burial Services contracts. Additional
annual costs will be added such as the Cemetery Software license and maintenance
and other project costs.
With current revenue projections annually at $54,000 less expenses of $110,190 a
General Fund subsidy of approximately $56,190 annually will be required to maintain
and operate the cemetery, at least in the short-term.
Future Projects and Expansion. As the projects identified for FY16/17 near completion,
staff will work with the Parks and Recreation Commission to prioritize additional projects
from the Pioneer Cemetery Master Plan Implementation Plan (See Attachment 1). The
Park and Recreation Commission will forward their recommendations to the City
Council. The cemetery will be dependent on the City's General Fund to provide loans to
the Cemetery Enterprise Fund for future projects and possible expansions. This will be
evaluated as various phases are presented to the City Council for consideration.
Conclusion.
The Pleasanton Pioneer Cemetery is a place of history and remembrance. It is a place
where our community may gather to share in times of grief and to also celebrate and
honor the lives of those buried there. Staff will work diligently to initiative various phases
of the Master Plan and will provide annual updates to the Park and Recreation
Commission and the City Council.
Submitted by: Fiscal Review: Approved0by:
gteit) 44.44:0
Becky Hopkins Tina Olson Nelson Fialho
Interim Assistant to the Director of Finance City Manager
City Manager
Attachments:
1.
