Monthly maintenance includes <br /> pruning of shrubs located throughout the site, weeding of undesirable broadleaf weeds, <br /> inspecting for settling trenches and caskets and backfilling if necessary with existing <br /> soil. <br /> Current Master Plan Implementation Efforts. <br /> Veteran's Memorial Project. During the development phases of the Master Plan, a <br /> group of local veterans formed in support of establishing a Veterans' Memorial at the <br /> Pleasanton Pioneer Cemetery. The initial design concept was shared with the <br /> Pleasanton Pioneer Cemetery Task Force, which included a statue. The space will <br /> provide a place for the gathering of veterans for burial services and commemorative <br /> events. On November 3, 2015 the City Council approved the Veteran's Memorial <br /> design, and construction is scheduled to begin in July 2016 with the dedication of the <br /> Memorial on Veterans Day 2016. The Council will be considering ratifying the <br /> Construction Contract in 'sub-item A' of this this staff report. <br /> Proposed Master Plan Implementation Projects for FY 16/17. <br /> The following describes staffs recommendations regarding Master Plan Implementation <br /> in Fiscal Year 16/17. <br /> Establish a Pleasanton Pioneer Master Plan Implementation Reserve Fund. Staff are <br /> recommending that a loan from the General Fund in the amount of $500,000 be <br /> allocated to a reserve fund that will assist in paying for Master Plan Implementation. The <br /> loan would be repaid by future cemetery revenues. The Parks and Recreation <br /> Commission will provide their recommendations to the City Council on specific projects <br /> unless otherwise determined by the City Council. <br /> Project #1 and Project #2. Staff is recommending that the City Council approve the <br /> completion of Project # 1 and Project # 2 identified in Attachment 2 to be completed <br /> concurrently with the Veterans Memorial project. Project #1 will provide a more <br /> intensive site clean-up prior to the dedication of the Veterans Memorial. The Master <br /> Plan identified these tasks, some of which are not included in the current maintenance <br /> contract, requiring funding to be drawn from the reserve fund. Project #2 provides <br /> repaving of the central roadway leading to the Veterans Memorial along with irrigation <br /> and plantings along the roadway. It also addresses the need for storage and parking on <br /> the site. Storage was not addressed in the Master Plan; there currently is no location on <br /> the site that can store the needed equipment (e.g. a backhoe, sump pump, lowering <br /> devices, chairs, canopies, artificial lawn greens, and concrete vaults). Currently, CFCS <br /> is providing all equipment (except for the lowering device) and storing the equipment <br /> themselves. In preparation for the completion of the contract with CFCS on December <br /> 31, 2016 the City needs to purchase equipment and provide a place to store the <br /> equipment on the property. Purchase of equipment has been allocated in the FY16/17 <br /> Cemetery Operations budget. Purchase of a storage container, backhoe and building a <br /> storage area has not been addressed or budgeted.
