CONCLUSION <br /> Staff finds that proposed project is sensitively designed to protect the topography of the site, <br /> key environmental features, and the visual character of the Vineyard Corridor area. In addition, <br /> the project meets key objectives of the VCSP, including the creation of a transition area <br /> between more urbanized portions of Pleasanton to the east and open space areas to the west. <br /> Therefore, staff is recommending that the Commission recommend approval of the proposed <br /> development plan to the City Council. <br /> STAFF RECOMMENDATION <br /> Staff recommends that the Commission take the following actions: <br /> 1. Find that there are no new or changed circumstances or information which require additional <br /> CEQA review of the project; <br /> 2. Make the PUD findings as listed in this staff report; and <br /> 3.
