the Environment for a second time on May 25th, and the Committee has made a
recommendation to City Council for approval of this project.
DISCUSSION
The City has already entered into an agreement with Aclara for the Aclara owned and
hosted portion of the AMI system (Data Collection Units {DCUs} and the cloud based
Network Control Computer {NCC}) and has successfully completed the Customer Portal
RFP selection process which yielded the SUS (Smart Utility Systems) technology. This
action covers the remainder of the AMI project which includes the procurement and
installation of up to 22,000 new 20-year non-mechanical water meters equipped with
Aclara Meter Transmitting Units (MTUs), and new composite meter pit lids for improved
radio wave transmission.
All of the AMI project components included in this action (Attachment 2, Statement of
Work including materials, installation and warranties schedules) have been thoroughly
vetted and price-verified by the City's Utility staff. Staff has investigated and requested
pricing quotes from all the mainstream manufacturers and installers of the preferred
metering technologies and the meter lids, but could not come close to competing with the
prices provided through the Delta Engineering contract due to their significant bulk
purchasing power.
Delta Engineering Sales, LLC (Delta Engineering) is the exclusive Product Distributor for
Aclara in their California territory (Attachment 1, Product Distribution Agreement
verification). Delta Engineering has been working with City of Pleasanton staff since 2011
in pursuit of defining the best serving solution for Pleasanton's application. Field trials,
including formal pilot deployments, have substantiated the performance of all
technologies and products selected. All incorporated technologies, and all project
partners, are Aclara certified leaders within the water industry, including Delta's
installation team who is the exclusive holder of access rights to Aclara's cloud-based
Network Control Computer (NCC) which is required for the proper initialization of the
components to the hosted system as the metering technology is installed.
Cost for design, procurement and installation of the AMI Metering System
Meter Transmission Units (MTUs) S2,284,232
Meters $2,500,119
Meter Pit Lids $ 539,763
Installation $1,351,877
Sales Tax $ 505,791
Total S7,181,782
