THE CITY OF / I <br /> CITY COUNCIL AGENDA REPORT (� <br /> pL E ASANTON. <br /> June 7, 2016 <br /> Operations Services Department <br /> TITLE: AUTHORIZATION TO ENTER INTO A CONTRACT WITH DELTA <br /> ENGINEERING SALES, LLC. FOR DESIGN, PROCUREMENT AND <br /> INSTALLATION OF AUTOMATED METERING INFRASTRUCTURE <br /> COMPONENTS <br /> SUMMARY <br /> The Automated Water Meter Infrastructure (AMI) Upgrade project was listed on the City <br /> Council Work Plan Priorities list in 2013 and the project was subsequently integrated into <br /> the CIP and budgeted following lengthy utility technology advancement discussions which <br /> initially began in 2011. The AMI project will automate water meter reading, improve <br /> customer service, promote water conservation, and maximize utility efficiencies while <br /> reducing operating costs. In response to the City Council's direction, Utilities staff began <br /> pilot testing a variety of AMI technologies commencing in 2011, which resulted the <br /> selection of Aclara technology as the preferred product. <br /> Delta Engineering Sales, LLC (Delta) is the exclusive Product Distributor for Aclara in <br /> their California territory (Attachment 1, Product Distribution Agreement verification). Delta <br /> Engineering has been working with City of Pleasanton staff since 2011 in pursuit of <br /> defining the best automated meter reading solution for Pleasanton. <br /> RECOMMENDATION <br /> Authorize the City Manager to execute a Contract with Delta Engineering Sales, LLC in <br /> the amount of$7,181,782 for the design, procurement and installation of the City-owned <br /> portion of the AMI metering system as described in the attached Statement of Work <br /> including materials, installation and warranties schedules (Attachment 2). <br /> FINANCIAL STATEMENT <br /> The Advanced Metering Infrastructure project is currently funded as follows. <br /> 1. CIP Project #13-1016 is currently approved at $3,000,000 for the purchase of the <br /> remote read data transmission technology and software. <br /> 2. CIP Projects #13-1040, #14-1040, and #15-1040 are cumulatively budgeted at <br /> $525,000 for replacement of water meters which are technologically compatible <br /> with AMI. <br /> 3. An additional allocation of$4,750,000 is included in the FY 2016/17 mid-term CIP <br /> budget adjustment process; sufficient funding is available in the Water Enterprise <br /> Fund to fully complete this project: <br /> a. $3,250,000 to complete the purchase of City-wide new water meters; and <br /> b. $1,500,000 to cover the AMI project installation costs. <br />
