Conservation Measures <br /> The community's water conservation response during the activation of stage 3 water <br /> shortage has helped to demonstrate the amount of water savings achievable within the <br /> defined conservation measures. Based on this experience, limitations on outdoor <br /> irrigation under the declaration of a stage 2 water shortage is recommended to be <br /> adjusted to no more than three non-consecutive days per week, rather than the current <br /> limitation of two non-consecutive days per week, as proposed in Section 9.30.080.C.2. <br /> Recommended water-efficiency practices were incorporated as voluntary under adequate <br /> supply level, for example, recommending the use of recycled water for construction <br /> activities (as proposed in Section 9.30.080.9), and recommending pools remain covered <br /> when not in use, as proposed in Section 9.30.080.A.11. Under Stage 1, in support of the <br /> SWB Recycled Water Policy and to protect potable water supply, staff proposes that <br /> construction activities be required to use only recycled water. Staff is also recommending <br /> the relocation of some existing requirements such as the prohibition of using potable <br /> water to wash driveways in Section 9.30.080.A.3, and the prohibited use of water in non- <br /> recirculating decorative water features in Section 9.30.080.A.12. A table summarizing <br /> each conservation measure and its corresponding stage of activation is provided in <br /> Attachment 3. <br /> Additionally, Section 9.30.010 was amended to propose the authorization of the City <br /> Manager to declare a water shortage emergency, in addition to declaration by City <br /> Council resolution. <br /> Finally, California Government Code Section 36937(b) requires that an urgency <br /> ordinance be adopted by a minimum 4/5th vote. An urgency ordinance is proposed so that <br /> the ordinance goes into effect in coordination with the Urban Water Management Plan <br /> (also on tonight's agenda) to meet State deadlines for the plan. <br /> A redlined version of the proposed changes to PMC Chapter 9.30 is attached (Attachment <br /> 4). <br /> Submitted by: Approv d by: <br /> Kathleen Yurchak Nelson Fialho <br /> Director of Operations City Manager <br /> and Water Utilities <br /> Attachments: <br /> 1.
