BACKGROUND <br /> In recognition that water is a limited resource and efficient water use would be actively <br /> pursued throughout the state, the UWMP Act was established in September 1983 by state <br /> legislators. The primary objective of the UWMP Act was to direct urban water suppliers <br /> to develop and detail long-term water supply planning to ensure adequate supplies are <br /> available. Following the 2007 to 2009 California drought, the Governor called for a <br /> statewide 20 percent reduction in urban water use by the year 2020. This became known <br /> as the Water Conservation Act of 2009 or SB X7-7, which significantly modified the <br /> UWMP Act to require urban water suppliers to establish water use targets for 2015 and <br /> 2020 and report these targets within their UWMP. The current 2015 update is the first <br /> compliance year for the interim water use targets required by the Water Conservation Act <br /> of 2009. <br /> City Council adopted its current UWMP (the 2010 UWMP), in June 2011. Preparation of <br /> the 2015 UWMP update began in October 2015, with meetings with Zone 7 and the other <br /> Tri-Valley Retailers to coordinate data and information needs among the agencies. During <br /> the preparation of the UWMP, notices of preparation were sent to local agencies, the <br /> county, and local organizations to encourage participation in the development of the plan. <br /> The Draft 2015 UWMP was made available for public review beginning May 12, 2016 and <br /> staff notified the local agencies and organizations previously contacted, of the availability <br /> and of tonight's public hearing on the Draft UWMP. <br /> DISCUSSION <br /> The positive water conservation response by the community and the City's commitment <br /> to implementing good water management practices helped the City achieve its interim <br /> 2015 per capita water use target. The City's 2020 per capita water use target is 197 <br /> gallons per capita per day. Meeting these targets is a necessary factor in the <br /> determination of eligibility to secure and maintain state funding for water projects. The <br /> City is well positioned to achieve its 2020 target through the continual commitment to <br /> implementation of water conservation measures and programs.
