RESOLUTION NO. 16-854 <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANTON, <br /> APPROVING THE ALAMEDA COUNTY TRANSPORATATION COMMISSION <br /> MASTER PROGRAMS FUNDING AGREEMENT <br /> WHEREAS, voters approved the 20-year Measure B half-cent transportation sales tax in <br /> 1986 and reauthorized it in 2000 and the Alameda County Transportation Commission (Alameda <br /> CTC) is responsible for the distribution of the sales tax funds; and <br /> WHEREAS, voters approved the Vehicle Registration Fee (VRF) of $10 in 2010 and the <br /> Alameda CTC is responsible for the distribution of the fee revenues; and <br /> WHEREAS,voters approved the 30-year Measure BB in 2014, extending the existing half- <br /> cent transportation sales tax and approving an additional half-cent transportation sales tax and <br /> the Alameda CTC is responsible for the distribution of the fee revenues; and <br /> WHEREAS, Measure B, Measure BB and VRF require the City of Pleasanton to enter into <br /> a Master Programs Funding Agreement with Alameda CTC for receipt and eligibility of funds for <br /> direct local distribution of bicycle and pedestrian safety, local streets and roads, local <br /> transportation technology, mass transit, Para-transit, and transit center development program <br /> funds; and <br /> WHEREAS, the City of Pleasanton entered into a ten year Master Funding Programs <br /> Agreement with Alameda CTC in 2012 for Measure B and VRF funds; and <br /> WHEREAS, the City of Pleasanton entered into a Master Funding Programs Agreement <br /> with the Alameda CTC for Measure BB in 2015 and the Agreement is set to expire on July 1, <br /> 2016; and <br /> WHEREAS, the Alameda CTC has developed a new Master Programs Funding <br /> Agreement that combines the three revenue sources into a single agreement and specifies the <br /> Measure B, Measure BB and VRF funding distributions, Alameda CTC's responsibilities, and the <br /> recipient's responsibilities; and <br /> WHEREAS, implementation guidelines for each program are incorporated into the Master <br /> Programs Funding Agreement and guide fund eligibility and expenditures. <br /> NOW, THEREFORE BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF <br /> PLEASANTON DOES RESOLVE, DECLARE, DETERMINE AND ORDER THE FOLLOWING: <br /> SECTION 1. The City of Pleasanton shall comply with the Alameda CTC Master <br /> Programs Funding Agreement; <br /> SECTION 2. The City of Pleasanton shall use these local funds for local transportation <br /> programs. <br /> PASSED, APPROVED AND ADOPTED by the City Council of the City of Pleasanton at <br /> a regular meeting held on May 17, 2016. <br />
