RESOLUTION NO. 16-849 <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANTON <br /> REQUESTING TO BECOME A MEMBER OF THE ENERGY COUNCIL AND <br /> AUTHORIZING EXECUTION OF THE JOINT EXERCISE OF POWERS AGREEMENT <br /> FOR THE ENERGY COUNCIL <br /> WHEREAS, the Energy Council was formed to more effectively develop and implement <br /> programs and policies that reduce energy demand, increase energy efficiency, advance the use <br /> of clean, efficient and renewable resources available in the region for the benefit of the Energy <br /> Council member agencies and their constituents; and <br /> WHEREAS, the Energy Council assists its members by seeking funding to advance the <br /> objectives listed above and help create climate resilient communities, strengthening staff capacity, <br /> providing technical expertise, and offering a monthly forum for the sharing of best practices; and <br /> WHEREAS, the Energy Council Technical Advisory Group provides ongoing input to staff <br /> on the development of funding proposals and the implementation of programs; and <br /> WHEREAS, Energy Council has successfully secured and administered energy-related <br /> grants and contracts totaling $24 million since its formation in 2013; and <br /> WHEREAS, Energy Council represents Alameda County jurisdictions within the Bay Area <br /> Regional Energy Network and serves as the Independent Administrator for the East Bay Energy <br /> Watch; and <br /> WHEREAS, there are opportunities to continue and expand the types of energy efficiency <br /> programs through multiple funding sources, including regional/state/federal agencies, investor <br /> owned utilities and private foundations; and <br /> WHEREAS, becoming a member of the Energy Council will benefit the City of Pleasanton <br /> in providing greater competitiveness in obtaining funding, access to specialized energy related <br /> technical expertise and services, and assistance to strengthen local staff capacity; and <br /> WHEREAS, no debt, liability, or obligation or obligation of the Energy Council shall <br /> constitute a debt, liability or obligation of City of Pleasanton pursuant to Government Code section <br /> 6508.1 and the terms of the agreement; and <br /> WHEREAS, new jurisdictions may join the Energy Council upon: (1) filing a resolution <br /> requesting membership; (2) receiving approval of that request from the Energy Council Board; <br /> and (3) signing the Joint Exercise of Powers Agreement for the Energy Council (a copy of which <br /> is attached hereto as Attachment A). <br /> NOW, THEREFORE BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF <br /> PLEASANTON DOES RESOLVE, DECLARE, DETERMINE AND ORDER THE FOLLOWING: <br /> SECTION 1. Submits this resolution as a request to join the Energy Council. <br />
