AGENDA REPORT <br /> May 17, 2016 <br /> Engineering <br /> TITLE: ADOPT RESOLUTIONS APPROVING THE ENGINEER'S REPORTS <br /> FOR THE GEOLOGIC HAZARD ABATEMENT DISTRICTS (GHAD) FOR <br /> OAK TREE FARM, MOLLER RANCH, LAUREL CREEK ESTATES, AND <br /> LEMOINE RANCH ESTATES; AND DECLARING THE BOARD'S <br /> INTENTION TO ASSESS THE PROPERTIES FOR THE COST TO <br /> MAINTAIN AND OPERATE THE DISTRICTS; AND SETTING JUNE 21, <br /> 2016 AS THE PUBLIC HEARING DATE <br /> SUMMARY <br /> A Geologic Hazard Abatement District (GHAD) is a property assessment district that is <br /> formed to conduct annual geologic and storm drainage infrastructure monitoring, annual <br /> maintenance and repair work of slope stabilization infrastructure, as well as to repair <br /> significant landslides or other movement should it occur periodically within the District. <br /> The source of funding for the GHAD is an annual assessment from each property within <br /> the District. <br /> There are four GHADs within the City of Pleasanton; Oak Tree Farm, Moller Ranch, <br /> Laurel Creek Estates, and Lemoine Ranch Estates. All GHADs are west of Foothill. <br /> This report proposes assessments to be levied on properties within each of the four <br /> GHADs for the upcoming tax year 2016/17. It is recommended that all GHADs, with the <br /> exception of Laurel Creek Estates, have their annual assessment raised by the allowed <br /> two percent for tax year 2016/17. It is recommended that Laurel Creek Estates annual <br /> assessment remain the same as last year. <br /> RECOMMENDATION <br /> 1. Convene as the Board of Directors for the Oak Tree Farm, Moller Ranch, Laurel Creek <br /> Estates, and Lemoine Ranch Estates Geologic Hazard Abatement Districts. <br /> 2. Adopt a resolution approving the Engineer's Reports for each GHAD and approving <br /> and declaring the Board's intention to assess the properties within the GHADs for the <br /> costs to maintain and operate the GHADs. <br /> 3. Set June 21, 2016, as the date of the public hearings for the Board to hear protests <br /> concerning the proposed assessments. <br /> 4. Direct the Clerk of the District to mail a notice of the public hearings to the owners of <br /> real property located in the Geologic Hazard Abatement Districts. <br />
