appropriating $282,154 from the Water Enterprise Fund to Stanley Boulevard <br /> Reconstruction and Undergrounding Utility District, CIP No. 055022. <br /> • The existing sewer pipeline runs only halfway down the length of Stanley <br /> Boulevard. The project will extend the existing sewer service to the east end <br /> of Stanley Boulevard and install new sewer service laterals to all the properties. <br /> There are several properties toward the east end of the street that are on septic <br /> sewer disposal systems. Eventually these systems will fail and property <br /> owners will need to connect to the public sewer system. Properties will not be <br /> required to connect to the sewer as part of this project, but when the time comes <br /> there will be sewer and a service lateral available at each property—minimizing <br /> the need to dig in the street. Again, based upon the bid received, staff has <br /> identified $533,510 as the cost for the associated sewer work. Staff <br /> recommends appropriating $533,510 from the Sewer Enterprise Fund to <br /> Stanley Boulevard Reconstruction and Undergrounding Utility District, CIP No. <br /> 055022. <br /> • The proposed roadway includes improvements to the existing Class II bicycle <br /> lanes by widening the road section to accommodate Class I bike facilities in <br /> accordance with the Bicycle Master Plan and the Complete Streets policy. The <br /> widening of the street and addition of the bike lanes are approved uses of <br /> Measure B and BB funding. Staff recommends the appropriation of: $103,194 <br /> from Fund 573, $34,915 from Fund 577 and $140,820 from Fund 576 to Stanley <br /> Boulevard Reconstruction and Undergrounding Utility District, CIP No. 055022. <br /> • The Downtown Specific Plan and Pleasanton Pedestrian and Bicycle Master <br /> Plan identified Stanley Boulevard as a priority for installation of new sidewalks <br /> and bike lanes. The Transportation Development Act (TDA) grant funding is <br /> targeted at improving pedestrian and bicycle facilities and circulation. The <br /> project will close the sidewalk gap on Stanley Boulevard and connect the <br /> neighborhood to the downtown corridor meeting the intended goals of the TDA <br /> funding. Staff recommends the adoption of a resolution and application to MTC <br /> for the use of $225,500 of TDA Grant Funding for Stanley Boulevard <br /> Reconstruction and Undergrounding Utility District, CIP No. 055022. <br /> Reimbursement from PG&E, Comcast &AT&T <br /> • Based upon the bid received, the estimated total reimbursement under the Rule <br /> 20A program from the utility companies (PG&E, Comcast, AT&T) is$2,862,311 <br /> as outlined in Draft Form B (Attachment 6). <br /> Project Schedule <br /> • Award construction contract May 2016 <br /> • Start Construction June 2016 <br /> • Utility Conversions January 2017 <br /> • Construction complete March 2017 <br /> Page 8 of 9 <br />
