THE CITY OF <br /> CITY COUNCIL AGENDA REPORT <br /> pL£ASANTON. <br /> May 17, 2016 <br /> Engineering Department <br /> TITLE: REVIEW AND APPROVE ENGINEER'S REPORT AND BUDGET, AND SET <br /> PUBLIC HEARING FOR 2016-17 ANNUAL ASSESSMENTS FOR <br /> LIGHTING AND LANDSCAPE MAINTENANCE DISTRICT 1984-1 <br /> (PONDEROSA-DEL PRADO), 1993-1 (WINDSOR), 1993-2 (BONDE <br /> RANCH), 1994-1 (OAK TREE FARM), AND 1995-1 (MOLLER RANCH) <br /> SUMMARY <br /> The annual assessments for the maintenance of the Lighting and Landscape <br /> Maintenance Districts in the Ponderosa (Del Prado), Windsor, Bonde Ranch, Oak Tree <br /> Farm, and Moller Ranch subdivisions have been calculated for fiscal year 2016-17. <br /> Currently all districts are underfunded since assessments have not been increased <br /> since the passage of Proposition 218. Staff has begun discussions with the districts to <br /> modify the assessment amounts so that the amounts are sufficient to meet future <br /> maintenance and capital improvement requirements. Staff expects to work through the <br /> process with all five districts over the next 2-3 years, and with Windsor and Moller <br /> Ranch this year. All assessments will remain the same as they were previously until a <br /> vote is taken by each district. <br /> RECOMMENDATION <br /> 1. Approve the Engineer's Reports. <br /> 2. Adopt the resolutions that direct filing of the annual reports; declaring the intention to <br /> order improvements and declaring the intention to levy and collect assessments. <br /> 3. Schedule a public hearing for June 21, 2016, and authorize the City Clerk to <br /> advertise a Notice of Annual Hearing (Sec. 22626) ten days prior to the hearing. <br /> FINANCIAL STATEMENT <br /> As a result of changes in the administration of Lighting and Landscape Districts due to <br /> Proposition 218, the City will continue to incur a fiscal impact for those parcels that <br /> provide a "general benefit". To that end, the City will pay $16.62 for the parcel (Del <br /> Prado Park) and $9,703 for the "general benefit" area along the Arroyo in L & L District <br /> 1984-1 (Ponderosa-Del Prado); $252.91 for the parcel (water tank site) in L & L District <br /> 1993-2 (Bonde Ranch); $1,121.06 for the two parcels (water tank site and trails staging <br /> area) in L & L District 1995-1 (Moller Ranch); and $465.75 for the parcel (sewer lift <br /> station) in L & L District 1994-1 (Oak Tree Farm).
