He is here to speak <br />to his opposition to a metropolitan -sized problem of squeezing 12,000 to 15,000 vehicles a day <br />down to a two -lane street, increase in air pollution exceeding the EIR, increase in traffic concerns <br />including semi - trucks. He requests that the Council limit the size of the big box store on this site. <br />Mayor Thorne stated that the Council as a body has not had seen any formal presentations on <br />this matter. <br />PUBLIC HEARINGS AND OTHER MATTERS <br />9. P16- 0587/P16 -0588, H. James Knuppe — Consider an application for Design Review to construct <br />an approximately 1,822- square -foot, two -story commercial /office building with five three -story <br />multi - family residential units and a Growth Management agreement for 273 Spring Street <br />Planning Manager Adam Weinstein provided a staff report and a PowerPoint Presentation was <br />displayed. The application for design review to construct an approximately 1,822- square -foot, <br />two -story commercial /office building with five three -story multi - family residential units and a <br />Growth Management agreement for 273 Spring Street was described. The applicant did make <br />changes to the project, however the fundamentals of the project still include five, 2,000 to 2,500 <br />square foot, three -story multi - family residential units, a mixed -used project, commercial space is <br />1,800 square feet, and 2 designated parking spaces for commercial spaces. The tandem parking <br />spaces were removed and the project is now compliant with the Zoning Ordinance; a Planned <br />Unit Development is no longer required. <br />On February 2, 2016, there was general Council support for the project, albeit with input on some <br />redesign points including reducing the building mass, adjusting the building color, increasing the <br />on -site parking, and reducing the in -lieu parking. A summary slide was shown illustrating the <br />project evolution. The net result in parking allocation, in -lieu fees need to be paid for just one <br />parking space. A slide was shown illustrating the decrease in building mass and adjustment in <br />building color. Another slide showed the new setback and the greyish -brown color. A slide was <br />shown that illustrated the two spaces for parking at each unit, the eight guest parking spaces, and <br />the two commercial spaces. The project is subject to a condition of approval requiring lease <br />disclosure that the site is in the Downtown location and subject to noise, traffic, and other <br />activities. Also, the first floor setback is 6 feet from the property line and the second floor set back <br />is up to another 6 feet. Additional setbacks could diminish the parking or retail space. <br />There was a diversity of opinions this project has raised in the Downtown area. The latest <br />redesign does strike a balance for more commercial space, walkability, and residential housing in <br />the area. The project is completely compliant with the Zoning Ordinance and does not require any <br />modifications. <br />Community Development Director Gerry Beaudin stated the project is to be designed as a rental <br />property. <br />Mayor Thome expressed concerns regarding the noise complaints the City will receive from <br />tenants and requested the maximum noise mitigations possible. Community Development <br />Director Beaudin requires that the developer must build to required Codes and that it includes a <br />maximum decibel level on interior noise. <br />In response to Councilmember Pentin's question regarding noise attenuation on other projects <br />(Old Stanley Road), achieving interior decibel levels (45), and disclosures, Community <br />Development Director Beaudin responded that a condition could be constructed that could <br />encourage building and building materials to achieve the desired levels and positioning of the <br />City Council Minutes Page 3 of 10 March 15, 2016 <br />
