April 19, 2016 City Manager TITLE: APPROVE THE ALLOCATION OF HOUSING AND HUMAN SERVICES GRANT (HHSG) AND COMMUNITY GRANT PROGRAM FUNDS FOR THE FISCAL YEAR 2016 GRANT FUNDING CYCLE (CITY FY 2016 -17) SUMMARY The FY2016/17 Housing and Human Services Grant (HHSG) program received 30 applications for funding from a wide range of agencies serving a variety community needs. The HHSG program distributes funding from federal CDBG and HOME, Lower Income Housing Funds, and City Grant General Funds. The Community Grant (CG) program received 20 applications serving the arts /culture and youth categories. This report summarizes the applications that were received for the HHSG and CG Programs and provides a funding recommendation from the respective program advisory Commissions and Staff to allocate funds for the fiscal year beginning July 1, 2016. RECOMMENDATION 1. Upon recommendation of the Human Services and Housing Commissions, allocate $775,012 in Housing and Human Services Grant Program funds as detailed in Table A of the draft Resolution (Attachment 1). 2. Upon recommendation of the Civic Arts and Youth Commissions, allocate $88,152 in CG funds as detailed in Table B of the draft Resolution (Attachment 1). 3. Adopt the attached draft resolution (Attachment 1) approving the allocation of HHSG and CG funds for FY 2016 -17 (as listed in Tables A and B of that attachment) and authorize the City Manager to enter into contracts with sub - recipients and take all other actions necessary to carry out the HHSG and CG programs for FY 2016 -17. FINANCIAL STATEMENT As summarized in the table below, if approved as recommended, City Council would commit through the Housing and Human Services Grants Program; $240,506 in CDBG funds, $82,544 in HOME funds, $266,336 in City Lower Income Housing Funds and $185,626 in General Funds for human services projects. In addition, $88,152 in General Funds is recommended for commitment through the Community Grant program for arts /culture and youth projects. The total recommended allocation of General Funds for human services and arts /culture and youth programs is $273,778. The total funding for both the HHSG and the CG programs (including all sources and funding for administration) is $863,164 which has been included in the proposed FY 2016 -17 budget.
