CITY COUNCIL AGENDA REPORT !� <br />PLEA��TON. <br />April 19, 2016 <br />City Manager <br />TITLE: APPROVE THE ALLOCATION OF HOUSING AND HUMAN SERVICES <br />GRANT (HHSG) AND COMMUNITY GRANT PROGRAM FUNDS FOR THE <br />FISCAL YEAR 2016 GRANT FUNDING CYCLE (CITY FY 2016 -17) <br />SUMMARY <br />The FY2016/17 Housing and Human Services Grant (HHSG) program received 30 <br />applications for funding from a wide range of agencies serving a variety community <br />needs. The HHSG program distributes funding from federal CDBG and HOME, Lower <br />Income Housing Funds, and City Grant General Funds. The Community Grant (CG) <br />program received 20 applications serving the arts /culture and youth categories. This <br />report summarizes the applications that were received for the HHSG and CG Programs <br />and provides a funding recommendation from the respective program advisory <br />Commissions and Staff to allocate funds for the fiscal year beginning July 1, 2016. <br />RECOMMENDATION <br />1. Upon recommendation of the Human Services and Housing Commissions, allocate <br />$775,012 in Housing and Human Services Grant Program funds as detailed in Table <br />A of the draft Resolution (Attachment 1). <br />2. Upon recommendation of the Civic Arts and Youth Commissions, allocate $88,152 in <br />CG funds as detailed in Table B of the draft Resolution (Attachment 1). <br />3. Adopt the attached draft resolution (Attachment 1) approving the allocation of HHSG <br />and CG funds for FY 2016 -17 (as listed in Tables A and B of that attachment) and <br />authorize the City Manager to enter into contracts with sub - recipients and take all <br />other actions necessary to carry out the HHSG and CG programs for FY 2016 -17. <br />FINANCIAL STATEMENT <br />As summarized in the table below, if approved as recommended, City Council would <br />commit through the Housing and Human Services Grants Program; $240,506 in CDBG <br />funds, $82,544 in HOME funds, $266,336 in City Lower Income Housing Funds and <br />$185,626 in General Funds for human services projects. In addition, $88,152 in General <br />Funds is recommended for commitment through the Community Grant program for <br />arts /culture and youth projects. <br />The total recommended allocation of General Funds for human services and arts /culture <br />and youth programs is $273,778. The total funding for both the HHSG and the CG <br />programs (including all sources and funding for administration) is $863,164 which has <br />been included in the proposed FY 2016 -17 budget. <br />
