BACKGROUND <br /> The State of California has been experiencing drought conditions since 2012, and over <br /> that last several years, the City of Pleasanton has engaged in ongoing efforts to provide <br /> educational outreach to its residents and business community on water conservation <br /> efforts, including home and office visits for the Controller Assistance Program (program <br /> irrigation systems & detect leaks), enforced prohibitions on water waste, provided free <br /> water-efficient sink aerators and shower heads and engaged in compliance efforts and <br /> provided an appeals process for excess water use penalties. <br /> In addition, the City has coordinated its water conservation efforts with all of the <br /> interrelated agencies that comprise the water system in the Tri-Valley; the Department of <br /> Water Resources (DWR) that supplies the majority of our source water from the Delta; <br /> the local water wholesaler Zone 7 Water Agency (Zone 7); and the Dublin San Ramon <br /> Services District, the City of Livermore and the California Water Service Company. <br /> As a result of these efforts, the Tri-Valley has consistently reported some of the highest <br /> water conservation levels in the entire State. In 2015, the City conserved 37.7% or 2.23 <br /> billion gallons as compared to 2013, and to date in 2016, the City has conserved 18% or <br /> 80,000,000 gallons of water as compared to 2013. <br /> A summary of the current prohibited water activities and mandatory water conservation <br /> requirements adopted by the City are as follows: <br /> 1. All users must achieve a 25% mandatory water reduction over their 2013 <br /> consumption. <br /> 2. Outdoor irrigation must be done in a manner that does not create runoff or flooding <br /> of water. <br /> 3. Irrigation is only allowed between 6:00pm and 9:00am. <br /> 4. Outdoor irrigation is prohibited on consecutive days and is only allowed once per <br /> week October through March, and two days a week April through September. <br /> 5. Watering hardscape surfaces, patio's, driveways, etc. is prohibited. <br /> 6. Water leaks must be repaired within no more than 8 hours after detection. <br /> 7. Restaurants may only serve water on request. <br /> 8. Use of covers for swimming pools is required. <br /> 9. Washing of vehicles is permitted at commercial car wash facilities. <br /> 10.Use of potable water for ponds, fountains, and other water features is prohibited. <br /> 11.Use of potable water for construction is prohibited if a feasible alternate source is <br /> available (recycled water). <br /> 12.Use of potable water for pressure washers is prohibited. <br /> 13.Use of potable water for ornamental only turf in street medians is prohibited. <br /> 14.Hotels & Motels must provide guests the option of not having towels and linens <br /> laundered daily. <br /> DISCUSSION <br /> The Pleasanton community continues to demonstrate its commitment to conservation <br /> efforts as indicated by the 9.9% increased water conservation from 2014 to 2015. <br /> Attached is a chart summarizing a comparison between 2013 and 2015 water usage <br /> (Attachment 1). Compared to potable water consumption in 2013, the City achieved a <br /> 27.8% reduction for 2014 and 37.7% savings for 2015. The effective drinking water <br /> Page 2 of 6 <br />
