FINANCIAL STATEMENT <br /> There will be an increase in annual operations and maintenance costs due to the <br /> additional signalized intersections in the City. <br /> Projected expenses for the project, including design and related expenses, total <br /> $700,600. There is $400,000 previously allocated in the Capital Improvement Program <br /> (CIP) for this project, resulting in a shortfall of $300,600. To bridge the funding gap, <br /> staff recommends the use of $250,000 from the Bi-Annual Traffic Signal Installation <br /> project (CIP No. 155032) and $50,600 from the "Intersection Improvements at Various <br /> Locations" project (CIP No. 155041). Attachment 1 details the project funding and <br /> expenditure summary. <br /> BACKGROUND <br /> The traffic signals at Amador Valley High School along Santa Rita Road are identified <br /> as a high priority location in the City's Traffic Signal Priority List. The signals are <br /> recommended to be installed to improve access to and from the Amador High School <br /> Parking lot. The middle and north driveways along Santa Rita Road will be modified to <br /> resemble a roadway entrance design (instead of a driveway entrance design). These <br /> modifications will allow more efficient movement of vehicles into and out of the lot and <br /> also provide an additional visual queue to pedestrians and cyclists that they are <br /> crossing a signalized intersection. To improve the egress, the middle driveway will be <br /> widened to add an additional outbound left turn lane. <br /> The newly signalized intersections will require the installation of traffic signal poles and <br /> traffic signal cabinets within the sidewalk along Santa Rita Road. Where feasible, the <br /> signal poles and cabinets will be placed on Pleasanton Unified School District (PUSD) <br /> property to keep the sidewalk clear for pedestrians. PUSD has agreed to grant the City <br /> an easement to allow the traffic signal equipment on PUSD property. <br /> To expedite project delivery and avoid a potential signal pole delivery delay, the City <br /> has initiated an advanced purchase for the traffic signal poles (the fabrication and <br /> delivery for traffic signal poles can take 18+ weeks). This advanced purchase is shown <br /> as Azco Supply in Attachment 1 and allows the City to conservatively plan for a summer <br /> installation schedule (see Schedule discussion below). <br /> The project will also include the construction of sidewalk along the north property line of <br /> the parking lot (from the public sidewalk into the PUSD buildings) to provide an alternate <br /> pedestrian pathway that will allow students to walk directly from the street to the <br /> buildings and avoid the new signalized intersections. PUSD has agreed to pay for the <br /> construction of this sidewalk and a Reimbursement Agreement is attached <br /> (Attachment 2). <br /> DISCUSSION <br /> Construction Bids <br /> Sealed bids for this project were opened on February 10, 2016.
