Prior to receiving a foundation inspection for each structure, the project <br /> developer shall submit a pad elevation certification prepared by a licensed land <br /> surveyor or registered civil engineer satisfactory to the Director of Community <br /> Development, certifying that the pad elevations and building locations (setbacks) <br /> conform to the development standards for the lots prescribed by this ordinance. <br /> 23. Details of any permanent project identification signage shall be submitted for the <br /> review and approval by the Director of Community Development with the <br /> subdivision improvement plans. <br /> 24. The project shall comply with the current City/Pleasanton Garbage Service <br /> recycling and composting programs. The project developer shall provide <br /> documentation that the number, type, and size of receptacles are adequate and <br /> that pick-up locations are satisfactory to Pleasanton Garbage Services. <br /> 25. A final subdivision map shall be required to subdivide the properties into <br /> 43 buildable lots and remainder parcels for the permanent open space area, <br /> creek areas, bio-retention pond, firebreaks (if required by the Livermore- <br /> Pleasanton Fire Department), etc. With the final map, the project developer shall <br /> record Conditions, Covenants and Restrictions (CC&R's) at the time of <br /> recordation of the final map, which shall create a homeowners association (HOA) <br /> or maintenance association for the development. The HOA or maintenance <br /> association shall be responsible for the maintenance of all stormwater treatment <br /> measures, landscaping between the public sidewalks and street curbs, and the <br /> above-referenced open space areas. The buildings, driveways;landscape, and <br /> lot-specific drainage on the buildable lots shall be the responsibility of the <br /> individual lot owner. The CC&R's shall be subject to the review and approval of <br /> the City Attorney prior to recordation of the final map. A plan clearly showing the <br /> areas of association-maintained facilities shall be submitted for review by the <br /> Director of Community Development and City Engineer prior to recordation of the <br /> final map. The City shall be granted the rights and remedies of the association, <br /> but not the obligation, to enforce the maintenance responsibilities of the <br /> association. <br /> 26. The applicant shall submit a final drainage plan showing drainage on each lot. <br /> No cross-drainage between lots is allowed, except as permitted by drainage <br /> easements as shown on the final map. The final drainage plan is subject to <br /> review and approval by the Director of Community Development. <br /> 27. The Developer shall disclose to each individual lot owner that purchases a lot <br /> where portions of the lot are on slopes of over 25%, that no grading or <br /> construction of structures are allowed in the areas exceeding 25%. The <br /> disclosure shall provide a clear graphic showing where such areas exist on each <br /> Page 6 of 31 <br />
