BACKGROUND <br /> The 1-580 Eastbound Express Lane Project will convert the newly constructed <br /> eastbound HOV lane, from Hacienda Drive to Greenville Road, to a double <br /> HOV/Express Lane facility. The 1-580 Westbound Express Lane Project will convert the <br /> westbound HOV lane to a single HOV/Express Lane facility from Greenville Road to <br /> San Ramon Road/Foothill Road. For efficiency purposes, the 1-580 Eastbound and <br /> Westbound Express Lane Projects have been combined into one express lane <br /> construction project. <br /> Due to the volume of existing eastbound carpool vehicles, the design for the eastbound <br /> Express Lane Project has two lanes instead of one. This second lane provides the <br /> additional capacity needed for carpool vehicles and creates excess capacity that may <br /> be filled by single occupancy drivers. Both of these lanes will function in the same <br /> manner as HOV/Express Lanes. The westbound Express Lane is a standard single <br /> lane design. <br /> DISCUSSION <br /> The design of the 1-580 Express Lanes will allow for "nearly" continuous access into and <br /> out of the Express Lanes. This is different than the design of the 1-680 southbound <br /> express lane, which incorporates only a few points of entry/exit along the 14 mile stretch <br /> of the project. The 580 project is 14 miles in length and vehicles will be allowed to enter <br /> and exit the lanes at any point along the corridor.
