BACKGROUND <br /> Phase 1 of the I-680/Bernal Avenue interchange project installed a traffic signal at the <br /> intersection of Bernal Avenue at the 1-680 southbound ramps. This signal installation <br /> was complete in late 2008. <br /> Phase 2 of the interchange project was separated into two stages. Stage 1 included the <br /> modification of both signalized intersections at the 1-680 interchange at Bernal Avenue. <br /> At the 1-680 NB on-ramp intersection, one westbound through lane was converted to a <br /> shared through/right turn lane for the northbound on-ramp to reduce vehicle queue and <br /> congestion. At the 1-680 SB on-ramp intersection, one westbound through lane was <br /> converted to a second westbound left turn lane to the southbound on-ramp to reduce <br /> vehicle queue and congestion. Stage 1 of Phase 2 was completed in May of 2015. <br /> Stage 2 of Phase 2 of the interchange project will install the landscape and gateway <br /> feature elements at this interchange. The landscape and gateway monument feature <br /> elements of the project required a separate and lengthy approval process from Caltrans. <br /> As a result, the landscape and gateway portion of the project was separated from the <br /> roadway and traffic signal phase of the project and was advertised for construction bid <br /> in May 2015 just as Stage 1 was being completed. <br /> Due to the drought and the concerns about water use, when the Stage 2 plans and <br /> specifications were prepared they included a Base Bid and three Additive Bid Items. <br /> This was done to give the City Council flexibility regarding how much landscaping would <br /> be included in the July 21, 2015 contract award. The Base Bid and additive work is <br /> broken down as follows (see Attachment 1 for details on the landscape bid additives): <br /> Bid Items of Work <br /> Base Gateway Monument Feature at the Off Ramp and <br /> Median <br /> Cobble Paving along Bernal under 1-680 <br /> Erosion Control <br /> Irrigation Main Lines and Mulch <br /> Additive Bid 1 13 Tree (24-inch box) Planting & Irrigation within the <br /> Loop of the Southbound Off Ramp <br /> Soil Preparation for and Maintenance of Trees <br /> Additive Bid 2 Planting and Irrigation at Bernal Gateway Median <br /> (873 five-gallon shrubs) <br /> Soil Preparation and Maintenance Period <br /> Additive Bid 3 Planting and Irrigation for All Areas <br /> (7,037 five-gallon size shrubs and 253 one-gallon size <br /> ground cover plants.) <br /> Soil Preparation and Maintenance Period <br /> Page 2 of 4 <br />
