CITY COUNCIL AGENDA REPORT <br /> February 16, 2016 <br /> City Manager <br /> TITLE: A RESOLUTION OF THE CITY OF PLEASANTON OPTING IN TO PHASE <br /> 2 OF THE MANDATORY RECYCLING ORDINANCE REQUIRING <br /> COMMERCIAL RECYLING AND ORGANICS COLLECTION SUBJECT TO <br /> THE APPROVAL OF A COMPLIANCE SCHEDULE WAIVER <br /> SUMMARY <br /> In December of 2013 the City of Pleasanton elected to opt out of Phase 2 of the <br /> Mandatory Recycling Ordinance. Phase 2 requires provision of recycling services for <br /> all commercial accounts and provision of service for the collection of organics (food <br /> scraps and food-soiled paper) to all commercial accounts that generate a significant <br /> quantity of food scraps. Phase 2 also requires organics recycling for every multi-family <br /> building with five or more housing units. The ordinance allows for cities to "opt-in" to <br /> Phase 2 of the program to the approval of a Schedule Compliance Waiver which <br /> stipulates a date by which a Phase 2 compliant program will be in place. City staff, the <br /> City Council Sub-committee on Refuse and Recycling, and the City Council have all <br /> discussed the growing interest and need for implementation of a commercial organics <br /> recycling program. Such a program would also allow restoration of Measure D funding. <br /> RECOMMENDATION <br /> Approve the attached resolution (Attachment 1) opting in to Phase 2 of the Mandatory <br /> Recycling Ordinance. <br /> FINANCIAL STATEMENT <br /> Opting in to Phase 2 of the ordinance will likely increase costs to both the City and the <br /> ratepayers. The amount of these costs will be determined and considered by the City <br /> Council in advance of the proposed program start date of January 1, 2017. <br />
