allowed to make improvements and work with staff on streetscaping, and affirmed that all residents will <br /> be required to sign disclosure documents related to the project's location in the Downtown area. <br /> Mike Carey, applicant, stated that the residential use for the proposed project will provide instant <br /> patrons for the Downtown area. They analyzed all parking options and acknowledge the impacts. He <br /> inquired if the City would potentially revise policies for lost street parking and what incentives could be <br /> provided to developers to encourage more parking. In closing, he stated they would prefer to pay for <br /> two (2) in-lieu spaces. <br /> Noting there were no further members of the public wishing to speak, the Mayor closed the public <br /> hearing. <br /> In response to an inquiry from Councilmember Pentin, staff noted that for a Planned Use Development, <br /> typically two (2) spaces per unit are required, but also some additional parking for guests. Staff noted <br /> that driveways are considered guest parking spaces. Councilmember stated that he approves of the <br /> project, the proposed bike rack/corrals on the streetscape, and although he has some concerns with <br /> the building's proposed height, it seems to be in line with the Downtown objectives. He made a motion <br /> to take staffs recommendations one (1) through five (5). <br /> Councilmember Brown seconded the motion, but confirmed with staff that a Condition of Approval <br /> would be included that the applicant would provide a revised streetscape that is consistent with the <br /> Downtown aesthetic. The maker of the motion accepted this amendment. <br /> Staff recommended adding a Condition of Approval regarding the streetscape to the project. <br /> Councilmember Olson would like to add a friendly amendment to change the in-lieu fees to two (2) <br /> spaces as to not punish the applicant for good design work. <br /> Councilmember Brown suggested the payment of three (3) spaces in regard to in-lieu fees and noted <br /> that commercial patrons will likely be using a City maintained lot. She congratulated the applicant on <br /> their good design work, the Spanish Colonial Revival architecture, and the retention of the retail <br /> element. <br /> Councilmember Narum stated that she supported the project and the good design work and suggested <br /> leaving the in-lieu fees at three (3) spaces. She likes the design of the street-facing garage doors, <br /> however, would not like this to set a precedent for street-facing garage doors in the Downtown area. <br /> Councilmember Pentin said at this time he would not accept the friendly amendment to reduce the in- <br /> lieu fees to two (2) parking spaces. <br /> Mayor Thorne stated that he met with the developer, that he likes the mixed-use project, and supports <br /> the payment of in-lieu fees for three (3) spaces. <br /> Staff clarified that Condition 10 in the staff report (page 5 of 25) would be amended to note that in-lieu <br /> fees will be charged for three (3) parking spaces. <br /> Councilmember Pentin modified his motion to include the modification of Condition 10 to include three <br /> (3) parking spaces. <br /> MOTION: It was m/s by Pentin/Brown to approve staffs recommendation and to waive full reading and <br /> adopt Resolution No. 15-816 approving General Plan Amendment to change the land use designation <br /> from Retail/Highway/Service Commercial; Business and Professional Offices to Retail/Highway/Service <br /> Commercial; Business and Professional Offices and High Density Residential; Resolution No. 15-817 <br /> approving a Downtown Specific Plan Amendment to change the land use designation from Office to <br /> City Council Minutes Page 6 of 15 December 15,2015 <br />
