��l�t��6c��r�ca4�at>a <br /> Provided to the City Council <br /> After Distribution of Packet <br /> [� A <br /> Date <br /> /� /6 <br /> m A4S'A�NaTpl NI <br /> IPLE <br /> DOWNTOWN <br /> ASSOCIATION <br /> January 14, 2016 <br /> Mayor Thorne and Pleasanton City Council, <br /> The Board of Directors for the Pleasanton Downtown Association(PDA) has carefully reviewed the submitted <br /> plans for 273 Spring Street and has voted to not support this proposed development.The PDA Board feels <br /> strongly that this project,as proposed,will be a detriment, not a benefit,to the overall vitality of downtown <br /> and will further exacerbate our existing parking strain. <br /> The Board of Directors would like to see the following changes made to the project in order for us to lend our <br /> support to the plan. <br /> o Parking—Adding five residential units and 3600 square feet of commercial space one parcel off of <br /> Main Street without adequate parking will create tremendous parking issues for the existing <br /> businesses and visitors to downtown. In order to proactively address these issues we would like the <br /> project to provide two, non-tandem parking spaces per residential unit and fully park the commercial <br /> building at one parking space per 300 square feet.We would only accept the developer paying in- <br /> lieu for the bulk of the needed parking if the project and tenants are directly adding to downtown's <br /> vitality. We are a few months from receiving an updated Downtown Parking Study. It seems <br /> premature to approve a project with clear parking impacts without first fully understanding and <br /> addressing our current parking situation. <br /> o Set-Backs—We are concerned that this project will visually cut-off Spring Street from Main Street. <br /> We would like to see the project set back evenly with the existing buildings on Spring Street so that <br /> the neighboring businesses are visible. <br /> o Right To Do Business Ordinance—In order to protect our downtown businesses'right to be vibrant <br /> and active we would ask that the City implement a Right to do Business Ordinance.We are very <br /> concerned about adding additional residential units in the core of our commercial district.The <br /> downtown is working hard to grow as an energetic and active entertainment district and we do not <br /> feel that residential units add to our increasing vitality.At a minimum we would want a condition of <br /> this project to include its own self-imposed Right to do Business language as a part of its residential <br /> lease and to be recorded against title should the units ever sell. <br /> We strongly encourage the Council to not approve this project as proposed in order to protect the vitality of <br /> our downtown commercial district and ensure that we are not creating an even greater parking crisis in <br /> downtown. <br /> Best Regards, <br /> n.
