DWR Water Allocation for 2016 <br /> The initial water allocation from DWR to the Tri-Valley through Zone 7 is currently at <br /> 10%. This allocation level represents a similar water supply scenario to 2015. This <br /> allocation can be increased or decreased at any time by DWR based on the reservoir <br /> levels and snowpack conditions as we move through the winter. <br /> State Drought Regulations <br /> The State is currently in the process of considering changes to the calculation <br /> methodology for determining each water suppliers target conservation requirement for <br /> 2016. It is also in the process of determining whether to extend the current or modified <br /> regulations from February 2016 to October 2016. The current mandatory conservation <br /> requirement for the City is 24%. <br /> Considering the encouraging early snowpack data and future rain and snowpack <br /> projections, staff is recommending continuing the temporary suspension of the excess <br /> use penalties section 9.30.100 of the current City drought emergency declaration <br /> mandating a 25% water reduction. The excess use penalties would resume and be <br /> applicable to any water used after March 1, 2016.
