c. All visible mud or dirt track-out onto adjacent public roads shall be removed using wet power <br /> vacuum street sweepers at least once per day. The use of dry power sweeping is prohibited. <br /> d. All vehicle speeds on unpaved roads shall be limited to 15 mph. <br /> e. All roadways, driveways, and sidewalks to be paved shall be completed as soon as possible. <br /> Building pads shall be laid as soon as possible after grading unless seeding or soil binders are <br /> used. <br /> f. Idling times shall be minimized either by shutting equipment off when not in use or reducing the <br /> maximum idling time to 5 minutes (as required by the California airborne toxics control measure <br /> Title 13, Section 2485 of California Code of Regulations [CCR]). Clear signage shall be provided <br /> for construction workers at all access points. <br /> g. All construction equipment shall be maintained and properly tuned in accordance with <br /> manufacturer's specifications. All equipment shall be checked by a certified mechanic and <br /> determined to be running in proper condition prior to operation. <br /> h. A publicly visible sign with the telephone number and person to contact at the Lead Agency <br /> regarding dust complaints shall be posted at the site. This person shall respond and take corrective <br /> action within 48 hours. The Air District's phone number shall also be visible to ensure <br /> compliance with applicable regulations. <br /> Mitigation Measure 4.8-2: To reduce the project's construction-related NOx emissions, the following <br /> provisions shall be included in the contractor specifications for the proposed project: <br /> a. To reduce NOx during construction, all excavators, dozers, scrapers, tractors, loaders, and <br /> backhoes used for project construction shall be equipped with Tier 3-rated engines. Alternatively, <br /> the number of pieces of diesel-powered equipment operating simultaneously could be limited in <br /> order to achieve the same level of NOx reduction. <br /> b. All contractors shall use equipment that meets the CARB's most recent certification standard for <br /> off-road heavy-duty diesel engines for a given model year engine. <br /> CULTURAL RESOURCES(SECTION 4.10) <br /> Significant Impact <br /> Impact 4.10-1: Construction activities proposed by the proposed project could disturb unknown <br /> subsurface cultural resources. <br /> Finding <br /> Changes or alterations have been required in, or incorporated into, the project which mitigate or avoid the <br /> significant effects on the environment. <br /> Facts in Support of Finding <br /> The City of Pleasanton has adopted the following measures which will reduce potential impacts to <br /> subsurface cultural resources to a less-than-significant level: <br /> Mitigation Measure 4.10-1: The following mitigation measures shall be required to reduce potential <br /> cultural resources impacts to a less-than-significant level: <br /> a. A program of archaeological monitoring should be undertaken for all construction related <br /> earthmoving activities in the vicinity of the ranch complex and within 100 feet of the drainage as <br /> it exits the compound and flows west out of the Lund Ranch project area. The duration of the <br /> monitoring program should be determined by the project archaeologist in conjunction with the <br /> project sponsor and the Pleasanton Planning Department.
