RESOLUTION NO. 15-814 <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANTON <br /> AUTHORIZING APPROPRIATION OF $66,715 IN FY2015/16 AND $93,693 IN FY2016/17 <br /> FROM THE LOWER INCOME HOUSING FUND AND EXECUTION OF PROFESSIONAL <br /> SERVICES AGREEMENTS WITH HELLO HOUSING AND ECHO HOUSING FOR FIRST <br /> TIME HOMEBUYER PROGRAM ADMINISTRATION AND EDUCATION SERVICES <br /> WHEREAS, in 2014, the City of Pleasanton collaborated with the cities of Livermore and <br /> Dublin to issue a Request for Proposals to identify agencies that could support administration <br /> and compliance monitoring for their respective below market rate (BMR) home ownership and <br /> first-time homebuyer loan programs; and <br /> WHEREAS, Hello Housing was selected as the agency most qualified to provide the <br /> range of administration services needed by the cities, with ECHO Housing as the most qualified <br /> provider of homebuyer education services; and <br /> WHEREAS, the proposed 18-month Professional Services Agreements include a range <br /> of services including annual, ongoing compliance monitoring activities for the City's existing loan <br /> portfolio, variable "as-needed" services to assist with qualifying applicants for new units sold <br /> through the Pleasanton Homeownership Assistance Program, and a comprehensive homebuyer <br /> education program to prepare prospective buyers for homeownership; and <br /> WHEREAS, the City Council finds that the use of local City Lower Income Housing <br /> Funds for these types of housing services is an appropriate use under the policies and <br /> guidelines adopted for the Lower Income Housing Fund in 1994 (Resolution No. 94-80); and <br /> WHEREAS, at its meeting of December 15, 2015, the City Council reviewed the report <br /> of the Assistant City Manager regarding the approval of service agreements with Hello Housing <br /> and ECHO Housing. <br /> NOW, THEREFORE BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF <br /> PLEASANTON DOES RESOLVE, DECLARE, DETERMINE AND ORDER THE FOLLOWING: <br /> SECTION 1. Council authorizes the appropriation of $66,715 in FY 2015/16 and <br /> $93,693 in FY 2016/17 from the Lower Income Housing Fund to fund both agreements. <br /> SECTION 2. Council authorizes the City Manager to sign, on behalf of the City of <br /> Pleasanton, a Professional Services Agreement, attached hereto as Exhibit A, with Hello <br /> Housing, in the amount not to exceed $77,908, for the administration of the Below Market Rate <br /> Program and First-Time Homebuyer Services for the period from January 1, 2016, through June <br /> 30, 2017. <br /> SECTION 3. Council authorizes the City Manager to sign, on behalf of the City of <br /> Pleasanton, a Professional Services Agreement, attached hereto as Exhibit B, with ECHO <br /> Housing, in the amount not to exceed $82,500, for the provision of homebuyer education <br /> services for the period from January 1, 2016, through June 30, 2017. <br />
