Applicant Mike Meyer, Greenbriar Homes gave a brief background on Greenbriar Homes. He <br /> spoke about the plans in place for Lund Ranch II. The original plan for this site was to build a 143 <br /> homes, however, with the feedback received from the community meetings held over the years, <br /> the plan is to preserve open space with minimal development, respect the hillside ordinances <br /> currently in place and design homes with high quality that will complement the neighborhood. The <br /> current application was deemed complete approximately 4 year ago, November, 2011. However, <br /> since that time Greenbriar has complied with the directions and guidelines of Measure PP. While <br /> the original plan was to build 143 homes, Greenbriar is proposed to build 50 homes with open <br /> space and trails off Sunset Creek Lane. This change was due in part from feedback received by <br /> the community. He went on to state that while Greenbriar has worked with staff and the Planning <br /> Commission on issues such as slopes, bridges and setbacks, there are certain decision that can <br /> only be made by the Council such as road structure. Mr. Meyer continued by stating that Sunset <br /> Creek connection is not a necessary option, which was agreed to by the Fire Department and <br /> within the EIR. <br /> Mr. Meyer stated that the Planning Commission, Staff, and past Council's had weighed in to <br /> exclude artificial slopes from the Measure PP. Due to recent questions, and revisiting the land <br /> form, it was decided that there is evidence of previous grading associated with the construction <br /> and operation of the ranch and Greenbriar Option 1, page 16 of the staff report. Lot 32 was also <br /> mentioned as a potential area to build a one story home and comment regarding this particular <br /> item can be found on page 20 of the staff report. Concerning street connections for the project <br /> Greenbriar would like approval on option 1, which is access to the property via Lund Ranch Road <br /> as this road is and environmentally superior alternative and is PP compliant. <br /> Councilmember Brown asked for clarification as to what the two original access roads to the <br /> previous 143 properties would have been. Mr. Meyer could not remember the names of the roads <br /> in question. <br /> Councilmember Olson asked if grading activity will fill the area containing a manmade damn that <br /> fills up during hard rain, to which Mr. Meyer responded that the dam will go away and the area will <br /> be cleaned out. <br /> Jay Hertogs, Junipero Street, requested for the councilmembers to vote for Option 2 of the <br /> project, to build the connecting roads to Lund Ranch from Sunset Creek. <br /> Steve Brozosky, former member of the Measure PP group, indicated that during the initial wording <br /> of the Measure PP, there was no discussion of a road applying to Measure PP. The initial intent of <br /> Measure PP was about the development of homes on hillsides, not road related issues. Mr. <br /> Brozosky requested for the staff to consider the initial purpose of the Measure PP when <br /> considering roads. <br /> Councilmember Brown asked Mr. Brozosky's opinion on whether he thought that grading 812 <br /> truck load of dirt on 25 percent grade is protecting ridgelines and hillsides, to which Mr. Brozosky <br /> stated that the intent of Measure PP was about above ground structures. <br /> Mark Priscaro, Ventana Hills, requested the Council approve Option 2. He expressed concern that <br /> once the project is completed, there will be additional cut through traffic that will affect the existing <br /> Mission Hills and Ventana Hills neighborhoods which was not addressed by City Traffic Engineer <br /> and is not in any reports conducted during the initial project discussion. He also requested council <br /> reaffirm the Planning Commission's decision to extend a dead-end road in order to provide <br /> access to the 50 new homes in question. <br /> Julia Lewis, Junipero Street, agreed with the Sunset Creek extension and addressed Measure <br /> PP. She stated upon voting for Measure PP, she was under the impression she was voting <br /> City Council Minutes Page 6 of 14 November 17,2015 <br />
