Motion: It was m/s Narum/Olson to reopen and continue the public hearing to December 1, 2015. <br /> Motion passed by the following vote: <br /> Ayes: Councilmembers Brown, Narum, Olson, Mayor Thorne <br /> Noes: None <br /> Absent: Councilmember Pentin <br /> Councilmember Pentin rejoined the meeting and took his seat at the dais. <br /> 11. Continued to December 1, 2015— Update on Kottinger Gardens Project <br /> 12. Update on the Stage 3 Drought Emergency and consider a temporary suspension of the <br /> excess use penalties to March 1, 2016 <br /> Utilities Superintendent Dan Martin introduced the item and stated that there is a recommendation <br /> from staff for a change to the current drought ordinance enforcement. The recommendation is to <br /> continue the local emergency drought with the Stage 3 restrictions that will include all the <br /> restricted activities during this time of the year. This includes watering once a day, no washing of <br /> the sidewalks, et cetera that goes with this restriction. Staff is recommending for consideration the <br /> suspension of excess use penalties of the ordinance to be in effect until March 1, 2016. <br /> With the last four months, the State of California has reduced 28 percent, which is a good thing for <br /> the State of California. City of Pleasanton building meters reduced 41 percent and for the entire <br /> city, including residents and businesses, Pleasanton is currently at 37.7 percent. Mr. Martin <br /> reported that over 2 billion dollars of drinking water was saved this year. Overall, Pleasanton has <br /> increase in water conservation by almost a percent net total compare to 2014. <br /> Motion: It was m/s by Olson/Brown to accept the update and suspend the excess use of penalties <br /> as set forth in Section 9.30.100 of the Pleasanton Municipal Code through March 1, 2016. Motion <br /> passed by the following vote: <br /> Ayes: Councilmembers Brown, Narum, Olson, Pentin, Mayor Thorne <br /> Noes: None <br /> Absent: None <br /> 13. Continued to December 1, 2015 — Consider adoption of a resolution accepting the FY 2014/15 <br /> year-end operating budget report and designating General Fund reserves <br /> MATTERS INITIATED BY COUNCIL - None <br /> COUNCIL REPORTS - None <br /> ADJOURNMENT <br /> There being no further business, the meeting was adjourned at 11:12 p.m. The Council extended a <br /> tribute to our nation's men and women serving in the military.
