I want the Council to clearly understand that such <br /> adoption would violate the voter initiative PP and Pleasanton's General Plan, as well as <br /> CEQA. Because of the violations,the Council should decline to adopt PUD 25 until these <br /> issues can be corrected. <br /> It appears that the Council was focused entirely on the access issues for the project and <br /> failed to address the other PP issues of the project. During the Council deliberations of <br /> November 17th, the Council recognized these other issues and voted on corrective <br /> actions. However,the modified plan, which was made available to the public less than 24 <br /> hours prior to the December 151 meeting, did not take those corrective actions into <br /> account. Therefore, the plan, as approved on December 15t, still remains in violation of <br /> PP and, as such, Pleasanton's General Plan. <br /> Lot 32 <br /> Measure PP prohibits structures on 25% slopes or within 100 vertical feet of a ridge. • <br /> Pleasanton's Municipal code defines a ridge as a"series of major and minor hills" and a <br /> ridgeline as "ground line located at the highest elevation of a ridge running parallel to the <br /> long axis of the ridge." Staff believed the termination of the ridge also required definition <br /> and consequently added "The end of the ridgeline shall be the last peak on each end of <br /> the landform at which the elevation of the ridgeline no longer rises in elevation, and only <br /> decreases in elevation." These collective definitions for ridge have been voted on 3 times <br /> by the Council and five times by the Planning Commission. They are also in the Staff <br /> report for PUD-25. <br /> Below is a shaded contour map for the Lund Ranch II Project, obtained from the USGS. <br /> It has been overlaid on Staff's map on which Staff identified the ridges on the project for <br /> the developer in 2008. <br />
