materials, including corrugated cardboard, newspaper, white paper, mixed recyclable <br /> paper, recyclable food and beverage glass containers, metal, food and beverage cans <br /> and PET containers. Phase II, which began on July 1, 2014, required the segregation <br /> of organic materials. In October 2012, the City Council agreed to participate in Phase I <br /> and, which is currently in place. In December 2013, the City Council agreed to not <br /> participate (i.e. opt-out) of Phase II. However, the City Council did indicate an interest in <br /> implementing a City designed program that would meet the requirements of Phase II <br /> and PGS is currently conducting a pilot program that will generate the use and cost data <br /> necessary to define program parameters and service rate impact, if any. <br /> As a result, for Phase I, PGS implemented a commercial recycling program, similar to <br /> the current residential recycling program, allowing each commercial account to request <br /> (within the existing rate structure) a 96-gallon cart for commingled dry recyclables <br /> including paper, cardboard, glass, aluminum and plastic similar to the material collected <br /> as part of the City's residential recycling program. Recently, StopWaste.org has <br /> expressed concern that this program, as well as the city's Phase II efforts, may not be <br /> fully meeting the needs of all commercial accounts and as such, staff and PGS are <br /> discussing program modifications to address these concerns. To more fully identify the <br /> impact of necessary service modifications, PGS has proposed implementing a pilot <br /> program and staff is currently reviewing this approach. <br /> Based on the significant nature of both of these programs, the Subcommittee has <br /> requested additional information regarding program scope and potential costs, which <br /> would most likely impact commercial collection rates, to be discussed as part of its <br /> overall review of Franchise matters.
