Interim Year Rate Setting Process <br /> In each of the"interim"two(2)years between"base"years,the hauler may request an increase <br /> in rates by submitting an Interim Year Rate Application.The scope and content of the Interim <br /> Year Rate Application is more limited than a base year request.PGS is not obligated to request <br /> an increase in rates and can instead request to leave rates unchanged In each interim year,the <br /> franchise hauler must complete the top portion of the interim Year Rate Application,indicating <br /> whether or not the franchise hauler is requesting a rate change for that interim year. <br /> During interim years,the hauler is entitled to an increase in rates based upon three indices: <br /> (1)Projected changes in labor costs, <br /> (2)Projected changes in landfill disposal costs,and <br /> (3)The annual percentage change in the most recent actual,not forecasted,change in the <br /> Consumer Price Index,All Urban Consumers,San Francisco-Oakland-San Jose,(1982- <br /> 84=100,series CUURA422SA0)("San Francisco-Oakland-San Jose CPI")applied to costs <br /> other than labor and disposal costs.The City and PGS shall use the percentage change in <br /> the CPI for the prior June to June twelve-month period.' <br /> Interim year rate adjustments will not generate a negative rate adjustment. <br /> The timing of the interim year process is shown in Figure 3-1.The schedule begins with <br /> submission of the Interim Year Rate Application on or before August 31" The process targets a <br /> rate change implementation date of January 161 of the interim year. <br /> Figure 3-1 <br /> Timing of Interim Year Process <br /> f3tlp iNtdridio • Aug.
