She requested Council approve Option 2 of the plan with an emergency vehicle access <br /> and pedestrian walkway. <br /> Jay Hertogs stated that he currently has 2400 vehicles trafficking through his neighborhood. He stated <br /> that Sycamore Creek Way was built and designed and approved by the City of Pleasanton traffic <br /> department and will hold up to 9000 trips a day. Mr. Hertogs also pointed out that Sunset Creek Way <br /> currently doesn't have any homes on its north side of the road leading to Lund Ranch II and believes it <br /> was designed to accommodate the traffic flow to Lund Ranch. He asked Council to approve Option 2. <br /> Julie Lewis spoke of the traffic and pedestrian safety concerns on Junipero Street if the new homes <br /> were to be approved. Junipero Street was not designed to accommodate the amount of traffic it <br /> currently has. <br /> Chris Coleman stated when the residents are speaking about traffic, they are really referring to the <br /> safety of the children and elderly of their communities in particular. He stated although the residents of <br /> Ventana Hills stated that they are willing to compromise for 10 of the homes to be built nearby despite <br /> the burden of the traffic they are incurring at the moment. He requested Council not to base their <br /> decision solely on the concessions already made. <br /> Richard Li a Ventana Hills resident stated that the issue at hand is not about the environment and if it is <br /> about the environment then the project should be stopped. She also stated that the issue is not about <br /> Measure PP and believes the residents should not be a victim because of Measure PP due to the city <br /> trying to find a resolution of where to build an access road. <br /> Greg O'Connor stated that while he understands why the majority of the residents are protesting due to <br /> the potential influx of traffic, he believes that this project is the first project to test Measure PP and what <br /> it stands for. He asked Council to uphold Measure PP which states all ridgelines and hillsides are to be <br /> protected. <br /> Michele Plunge a resident of Sycamore Heights proposed to decrease time on the left turn signal at <br /> Bernal and Independence as it would decrease the cut through traffic. that will occur due to the <br /> development of the new homes at Stanley and Bernal. Ms. Plunge also stated that implementing traffic <br /> calming measures such as speed bumps, speed display units and police officers it would have a big <br /> impact on traffic for her neighborhood as well as Ventana Hills neighborhood and would provide a safe <br /> outlet for the Lund Ranch II development project. <br /> Councilmember Brown asked the City's Traffic Engineer Mike Tassano as a result of the discussion <br /> regarding traffic and rerouting of traffic, and specifically expansion of the left turn lane leading from <br /> Bernal through Sunol heading west thereby reducing cut-through traffic. <br /> Mr. Tassano noted that the normal procedures regarding cut-through traffic is to improve on the arterial <br /> system that is currently in place. Staff stated that neighborhoods who do not want traffic through their <br /> neighborhoods such as Junipero and Independence the first step would be to see if the arterial <br /> roadway can be improved. Mr. Tassano also stated that the second left turn lane coming down the hill <br /> is in the general plan and the costs for that improvement was approximately a million dollars <br /> Councilmember Brown asked if the fees previously collected for traffic mitigations could be used for <br /> what Mr. Tassano had described and he confirmed that they could. <br /> Mr. Tassano stated that downtown intersection is exempted from the Level of Standards; however, if <br /> the intersection in question falls below an acceptable level of service, the city can required developers <br /> improve it before they can implement additional traffic through the intersection. He continued by stating <br /> that if there is no other alternative to making an arterial system more appealing, they could try to make <br /> the affected route a less efficient one, which can be done through radar speed signs.
