Mr. Fialho stated that the developers are requesting a continuance of two weeks to allow an opportunity to process the information/comments received at tonight's meeting and possibly come up with a resolution that might be worthy of consideration by the Council. Applicant's Counsel said they were in agreement with Mr. Fialho's statement. Motion made by Councilmember Narum moved for a continuance and second by councilmember Olson. Motion: It was m/s Narum/Olson to reopen and continue the public hearing to December 1, 2015. Motion passed by the following vote: Ayes: Councilmembers Brown, Narum, Olson, Mayor Thorne Noes: None Absent: Councilmember Pentin Councilmember Pentin rejoined the meeting and took his seat at the dais. 11. Continued to December 1, 2015— Update on Kottinger Gardens Project 12. Update on the Stage 3 Drought Emergency and consider a temporary suspension of the excess use penalties to March 1, 2016 Utilities Superintendent Dan Martin introduced the item and stated that there is a recommendation from staff for a change to the current drought ordinance enforcement. The recommendation is to continue the local emergency drought with the Stage 3 restrictions that will include all the restricted activities during this time of the year. This includes watering once a day, no washing of the sidewalks, et cetera that goes with this restriction. Staff is recommending for consideration the suspension of excess use penalties of the ordinance to be in effect until March 1, 2016. With the last four months, the State of California has reduced 28 percent, which is a good thing for the State of California. City of Pleasanton building meters reduced 41 percent and for the entire city, including residents and businesses, Pleasanton is currently at 37.7 percent. Mr. Martin reported that over 2 billion dollars of drinking water was saved this year. Overall, Pleasanton has increase in water conservation by almost a percent net total compare to 2014. Motion: It was m/s by Olson/Brown to accept the update and suspend the excess use of penalties as set forth in Section 9.30.100 of the Pleasanton Municipal Code through March 1, 2016.
