That said, he believes that since this project involved two neighborhoods, the units <br /> should have two equally split access points. <br /> Council and staff discussed what constitute a 25 percent slope and reviewed slides from Mr. <br /> Dolan's presentation. <br /> Mr. Dolan stated that the council should ask that there be slope stabilization in order to avoid <br /> erosion should that occur in the area in question, is lots 37-39. <br /> Mayor Thorne amended the motion to take the three units in question out and stabilize the slope. <br /> Councilmember Narum seconded the amended motion. Motion passed by the following vote: <br /> Ayes: Councilmembers Narum, Olson, Mayor Thorne <br /> Noes: Councilmember Brown <br /> Absent: Councilmember Pentin <br /> Councilmember Narum expressed concern regarding lot 32 being a two story unit and having a <br /> 500 foot elevation. Mr. Dolan stated that in lot 32, there's been an area identified that is less than <br /> 25 percent slope that accommodates the driveway. If a restriction were to be put in place that <br /> requires it to be below 500 foot elevation, it would require the units to be near the 473 mark. <br /> Although a home can be constructed in that area, it would be a bit cramped <br /> Motion: It was m/s Thorne/Olson by to approve stabilizing lot 32 at 500 feet. Motion passed by <br /> the following vote: <br /> Ayes: Councilmembers Brown, Narum, Olson, Mayor Thorne <br /> Noes: None <br /> Absent: Councilmember Pentin <br /> Discussion continued on how to access the site. Councilmember Olson stated that there may be <br /> some hope that Sunset Creek HOA may play a role in the decision regarding the access road. An <br /> obvious access is Lund Ranch Road and since he believes a road is a structure, he is not <br /> prepared to violate PP, and Lund Ranch Road does not violate PP. Other option would be to <br /> create an access road across the property that is owned by the Sunset Creek HOA. <br /> Councilmember Narum made the suggestion that a road could be constructed at the end of the <br /> Independence gate, beyond the EVA, coming into McCutchan Court, where an access point is <br /> located. A road can be constructed from that area, making a left onto McCutchan Court going up <br /> to Sunset Creek Lane. Ms. Narum also stated that Sunset Creek Lane needs to be widen as it is <br /> not currently able to handle traffic. <br /> Councilmember Brown clarified that the HOA is Sycamore Heights and wondered if the HOA <br /> would agree to give access to that road for 47 homes. Councilmember Brown suggest making a <br /> conditional vote that would encompass voting tonight on the condition that there's an agreement <br /> with the developments and Greenbriar and allow the engineers and lawyers to work through the <br /> process. <br /> Councilmember Narum stated that during the voting process of whether a road is a structure, she <br /> did struggle with that concept that a road is a structure. She acknowledged that she previously <br /> voted that a road is a structure. However, she stated that there some question with Measure PP, <br /> i.e. whether or not a road is a structure and concluded she can support the connection to Sunset <br /> Creek. She mentioned several factors related to lot 32 and decided to vote on Option 3 as she <br /> believes that the commitments of previous Council's that were made to that neighborhood needs <br /> to be considered and would like to see some number of houses to use Lund Ranch Road and <br /> have the roads connected between Lund Ranch Road and Sunset Creek to have something in <br /> City Council Minutes Page 11 of 15 November 17,2015 <br />
