(a) Reducing uncertainties in planning and provide for the orderly <br /> development of the Property; <br /> (c) the dedication of 161acres of open space for public use; and <br /> (d) the funding of affordable housing for City residents in substantial <br /> excess of the City's Lower Income Housing Fee. <br /> D. City has undertaken several actions to plan for future housing on the Project Site, <br /> including, without limitation, the following: <br /> (1) CEQA Compliance. An Environmental Impact Report was prepared and, <br /> on December 1, 2015, certified by City for the Lund Ranch II PUD-25 ("Lund Ranch EIR"). In <br /> connection with the Lund Ranch EIR, City also adopted a Mitigation Monitoring and Reporting <br /> Program ("MMRP"). The Lund Ranch EIR anticipates that a 50 unit residential project will be <br /> constructed on the Project Site. <br /> (2) PUD. Following review and recommendation by the City Planning <br /> Commission and after a duly noticed public hearing, the City Council, by Ordinance 10-17, <br /> approved the zoning designations of Planned Unit Development, Low Density Residential (PUD- <br /> LDR) and Open Space (PUD-OS) for the Project Site (the "PUD"). <br /> (3) PUD Development Plan and Design Review. Following review and <br /> recommendation by the City Planning Commission and after a duly noticed public hearing, <br /> preparation and, the City Council, by Ordinance , approved the PUD Development <br /> Plan(PUD-25) for the Project as more particularly described in attached DA Exhibit B (the <br /> "Development Plan"). <br /> (4) Growth Management Agreement. Following review and approval of the <br /> Development Plan, the City Council, by Resolution No. determined that it was in the best <br /> interests of the City to approve a Growth Management Agreement covering the Project Site (the <br /> "GMA"). <br /> (5) Affordable Housing Agreement. Following review and recommendation <br /> of the Housing Commission and after a duly noticed public hearing, the City Council, by <br /> Resolution No. , approved an Affordable Housing Agreement for the Project Site (the <br /> (6) Development Agreement. Following review and recommendation by the <br /> City Planning Commission and after a duly noticed public hearing, the City Council, by <br /> Ordinance No. , determined that this Agreement was consistent with the City's General <br /> Plan, PUD-LDR/OS, and PUD-25, and approved this Agreement. <br /> The approvals described in this Recital D are collectively referred to herein as the <br /> "Project Approvals." <br /> 2 <br />
