CITY COUNCIL AGENDA REPORT <br /> December 15, 2015 <br /> Community Development <br /> Economic Development <br /> TITLE: APPROVAL OF MASTER AGREEMENT WITH OPENCOUNTER <br /> ENTERPRISES, INC. FOR SOFTWARE SUBSCRIPTION LICENSING <br /> AND IMPLEMENTATION SERVICES IN AN AMOUNT NOT TO EXCEED <br /> $37,500 FOR THE FIRST YEAR AND THEREAFTER AN ANNUAL <br /> SUBSCRIPTION FEE AMOUNT NOT TO EXCEED $20,000 <br /> SUMMARY <br /> OpenCounter Enterprises, Inc. ("OpenCounter") is an interactive online tool that allows <br /> existing business owners and prospective commercial tenants to access City land use <br /> and permitting information to undertake renovation, expansion and relocation projects, <br /> and open new businesses in Pleasanton. Implementation of the proposed software <br /> system would make City zoning regulations available online in an easy-to-use web <br /> interface and digitize much of the application intake process. The software would also <br /> provide the City with useful data related to planning and economic development. The <br /> launch of this software will be closely coordinated with the zoning code update currently <br /> being undertaken by staff. <br /> RECOMMENDATION <br /> Approve the proposed master agreement with OpenCounter. <br /> FINANCIAL STATEMENT <br /> The total cost of the proposed contract over a two-year period is $57,500 for services <br /> and expenses. The contract indicates the software would be purchased for a two-year <br /> subscription, with renewal for additional one-year period for $20,000 at the discretion of <br /> the City Manager. The cost of the contract would be funded by the City's General Fund. <br />
