THE CITY OF <br /> _ __ <br /> ° ""` ''' 101 ' CITY COUNCIL AGENDA REPORT II Me 1 <br /> pLEASANTON. <br /> December 15, 2015 <br /> Community Development <br /> Traffic Engineering Division <br /> TITLE: APPROVE A PROFESSIONAL SERVICES AGREEMENT WITH FEHR & <br /> PEERS TRANSPORTATION CONSULTANTS NOT TO EXCEED $275,000 <br /> FOR SERVICES TO UPDATE THE CITY OF PLEASANTON TRAFFIC <br /> MODEL AND TO PROVIDE ON CALL TRANSPORTATION MODELING <br /> SERVICES <br /> SUMMARY <br /> The City of Pleasanton uses a traffic model to determine traffic circulation patterns and <br /> impacts of future development within the City. The City updates the model approximately <br /> every five years to account for changes in land use and circulation. The model was last <br /> updated in 2009. As part of the update, Fehr and Peers will act as the "keeper" of the <br /> traffic model, performing traffic modeling services on an on-call basis for development <br /> projects requiring a traffic study. The professional services contract will be in the not-to- <br /> exceed amount of$275,000, which includes the cost of the update, a new baseline report <br /> and future funding capacity necessary to perform on call traffic modeling services. <br /> RECOMMENDATION <br /> 1. Approve the Professional Services Agreement with Fehr & Peers Transportation <br /> Consultants for the update to the City of Pleasanton Traffic Model and for On Call <br /> Transportation Model Services for the not-to-exceed amount of$275,000. <br /> 2. Authorize the City Manager to execute the attached professional services <br /> agreement. <br /> 3. Appropriate $255,200 of Traffic Impact Fees (Fund 161) to fund the traffic model <br /> update. Appropriated funds should be allocated to project number 155054, Traffic <br /> Model Update. <br /> FINANCIAL STATEMENT <br /> The update to the Traffic Model will be funded by Traffic Impact Fees and the On Call <br /> Transportation Model Services will be funded by developers as traffic studies become <br /> necessary. It is anticipated that the model consultant will be used for City of Pleasanton <br /> projects on occasion, and, this work will be funded through Traffic Engineering's <br /> professional services account. <br />
