Create a responsibility <br /> Program Administration matrix and clear, step-by-step procedures for all aspects of the $4500 <br /> (due at contract program. Create a Pleasanton-specific webpage at HelloHousing.org (one time fee) <br /> execution) with links to guidelines and key forms for program participants. <br /> Cause the delivery of physical files for BMRs and DPAs to Hello <br /> Housing offices. Determine document list and inventory each file to <br /> determine any missing documents. Scan, name and save each <br /> pertinent document in each physical file to secure folder on Dropbox. <br /> Enter pertinent data from each file into HomeKeeper (a Salesforce $75 per file <br /> File Digitization database designed specifically for the administration and management (one-time fee) <br /> of BMR programs) providing easy access to homebuyer details, key <br /> document information and transparent reporting. Code each version of <br /> Resale Restrictions (as practical). Once scanning is complete, provide <br /> access to the electronic copies of physical files to the City and return <br /> physical files to the City. <br /> Work with City to export all relevant data from City's Access Database <br /> into .CSV file format for uploading into HomeKeeper. Hello to assist <br /> Onboarding Access the City with mapping Access fields to corresponding HomeKeeper $15 per file <br /> Records into fields. Depending on complexity of bulk upload into HomeKeeper, a (one-time fee) <br /> HomeKeeper third party consultant may be enlisted and their costs passed through <br /> to the City. No third party to be engaged without written permission <br /> from the City. <br /> Follow City's resale procedures. Market units through City's interest <br /> list, Hello Housing's Stay Connected list, counseling agencies, and list <br /> home on Hello Housing's website. Prepare a resale application <br /> package, discuss the resale procedure with owners, review <br /> documents, calculate affordable resale price, coordinate with listing <br /> and buyer agents (if applicable)to explain program guidelines that a <br /> qualified buyer will have to meet. Collect all required documents from <br /> the applicant, screen documents and information provided for income <br /> and program eligibility, provide an income calculator, detailed checklist <br /> Process Resales of Homes(a) and recommendation for approval,with the complete file, to the City. $3,500 per <br /> Existing BMR Homes Facilitate one-on-one meeting between Buyer and City staff person(as resale <br /> requested) prior to closing. Coordinate collection of required <br /> information from escrow and lender needed to complete City <br /> documents including restrictions, notes, DOTs and escrow <br /> instructions. Create the documents and route with instructions for <br /> signatures and notarizing at the City(or sign on behalf of City if <br /> authorized). Coordinate pickup and delivery of executed documents to <br /> Title, and track status of close of escrow and City copies of recorded <br /> documents. Once complete, these files become part of the ongoing <br /> monitoring portfolio. Track file through all stages of escrow to ensure <br /> conforming loan is secured and closes escrow timely. <br /> Answer questions and provide information on acceptable first loan <br /> Process Refinances of products for a refinance, required documentation needed and timeline <br /> BMR Homes(b) expectations for lenders and owners. Coordinate with Title Company $650 per file <br /> and first lender for access to preliminary title report and loan terms in <br /> Page 6 <br />
