Vice-Mayor Brown said originally there was a new business exemption and once the City found it was <br /> only $50 she thought it was an incentive for new businesses to come in. She asked what the purpose of <br /> the exemption was originally. Ms. Ott said this pre-dates her time with the City, but she contended that <br /> it was an incentive to be business friendly and to be sure people were locating in the Downtown and <br /> that they were welcoming. They want to retain that sentiment but given the operations of the PDA and <br /> things they are doing today as compared to years ago, this makes sense as something to support. <br /> Mayor Thorne noted there were no speakers to address this item <br /> Councilmember Pentin said he hopes that the Council will support the PDA and its many activities and <br /> he made a motion to accept staff's recommendations. Councilmember Olson seconded the motion. <br /> MOTION: It was m/s by Pentin/Olson to adopt and waive full reading of Resolution No. 15-802 <br /> accepting the 2015 Annual Report and 2016 Budget of the Pleasanton Downtown Business <br /> Improvement District Advisory Board, declaring the intent to levy assessment for 2016 and setting the <br /> public hearing date for December 1, 2015; and introduce and waive first reading of Ordinance No. <br /> 2131 to amend Pleasanton Municipal Code Chapter 5.28 to clarify bid boundaries and eliminate new <br /> business exemption. Motion carried by the following vote: <br /> Ayes: Councilmembers Brown, Olson, Narum, Pentin, Mayor Thorne <br /> Noes: None <br /> Absent: None <br /> MATTERS INITIATED BY COUNCIL <br /> Mayor Thorne said a Vietnam Veteran was marching in the parade and he wrote a poem, which Mayor <br /> Thorne read into the record. <br /> COUNCIL REPORTS <br /> Councilmember Pentin reported that on the LAFTA Board, they are in the middle of a comprehensive <br /> operational analysis and at their board meeting yesterday they reviewed three new bus routes and <br /> welcomed public comment on it. <br /> Mayor Thorne announced that he has been re-elected to the League of California Cities Board of <br /> Directors by Alameda and Contra Costa elected officials. <br /> ADJOURNMENT <br /> There being no further business, the meeting was adjourned at 9:36 p.m. The Council extended a <br /> tribute to our nation's men and women serving in the military.
