That initial project was substantially modified in <br /> subsequent years to respond to public and decision-maker comments on environmental <br /> issues, along with the City's General Plan Update and Measures PP and QQ. The <br /> September 2002 application proposed 113 single-family residential units on <br /> approximately 12,000-square-foot lots.
