3. Approve a revised project that divides the project into two separate areas, each <br /> accessed through a different neighborhood. This option would again leave <br /> Middleton Place as currently configured. It would create a cul-de-sac of <br /> approximately ten homes off of Lund Ranch Road. The remainder of the homes <br /> would be accessed off the same additional connection to Sunset Creek Lane <br /> described above in Option 2. The cul-de-sac off of Lund Ranch Road and the <br /> remainder of the project would be connected by an emergency vehicle access <br /> and pedestrian and bicycle access. <br /> This compromise option would partially honor the principles that were discussed <br /> by the City Council in 1992 at the time of the approval of the Bonde Ranch <br /> project, i.e., that the connections from future development of Lund Ranch (and <br /> from Middleton Place) would be to the East West Connector identified in the <br /> North Sycamore Specific Plan (i.e., Sunset Creek Lane or Sycamore Creek <br /> Way), as the number of new homes adding traffic to the Ventana Hills and <br /> Mission Hills neighborhoods would be limited to approximately ten (or a small <br /> subset of the overall number of units that would be developed as part of the <br /> project). In addition, these neighborhoods would retain the traffic from Middleton <br /> Place. In total, these neighborhoods would receive traffic from 25 more homes <br /> than would have been allowed under the previous agreements. <br /> This option would also create the need to cross the ephemeral creek along the <br /> southern portion of the site or traverse the hillside to the south of and above the <br /> creek to connect to Sunset Creek Lane, therefore resulting in potential biological <br /> and grading impacts. It would also raise the issue of whether a roadway that <br /> traverses the hillside on slopes over 25 percent violates the provisions of <br /> Measure PP, similar to Option 2. <br /> It is likely to be supported by residents of Middleton Place (their current access <br /> would remain the same) and Ventana Hills and Mission Hills (they would receive <br /> no project traffic), and be opposed by residents of Sycamore Heights and Bridle <br /> Creek (whose neighborhoods would receive the traffic from all but ten of the <br /> project homes). <br /> The City Council can modify any one of the above described options, e.g., determine <br /> the number of lots accessing each neighborhood, reduce the number of units, eliminate <br /> and/or shorten streets, change building designs, etc., with its recommendation. The <br /> City Council can also recommend approval of any of the eight project scenarios listed in <br /> the Final EIR. <br /> PUD FINDINGS <br /> Please refer to pages 35-39 of the June 24, 2015 Planning Commission staff report <br /> (Attachment 8) for a discussion of the findings needed to approve the proposed PUD <br /> Development Plan. <br /> Page 22 of 26 <br />
