Roads are Structures/Roads are not Structures <br /> Measure PP is not clear as to whether a street is considered a residential or <br /> commercial structure and, therefore, if the grading and construction for a street or <br /> road is subject to the slope and ridgeline standards of Measure PP. This <br /> decision by the City Council would affect the ability to approve a street/road <br /> connection from the Lund Ranch II property to Sunset Creek Lane that would be <br /> required to cross areas of 25-percent slopes. '- ` '\ r' Lill <br /> � . ••- I i i• ,VA:- <br /> // - :::: �� <br /> -- c- --- - <br /> Streets or roads on hillsides involve visible cut-and-fill slopes that may not match <br /> natural terrain, and may require the installation of surface "V"-ditches and <br /> retaining walls, etc., which could also be determined to be a structure. <br /> The City Council may want to consider the following options: <br /> • Option One: <br /> If the City Council decides that roads are not structures, then the road <br /> connection from the project to Sunset Creek Lane (Alternative Access <br /> Scenarios 3 through 8 in the Revised DEIR) can be constructed in <br /> compliance with Measure PP's language. However, the City Council would <br /> still have to address such issues as tree preservation, grading and <br /> re-contouring of graded slopes, drainage, traffic noise, and comments from <br /> the community, and could select a different option based on one or more of <br /> these considerations.
